Recommended Action
  1. Hold a public hearing and accept public comments on a proposal to rename County Road 31A to Buckeye Road (Att. A);
  2. Officially rename County Road 31A to Buckeye Road; and
  3. Direct staff to update the Master Addressing maps to include the new road name, and to notify appropriate agencies of the change.

Reason for Recommended Action/Background
To correct an address point discrepancy related to the Mariani nut processing facility in unincorporated Yolo County, north of Winters (APN: 038-040-044), the Department of Community Services (Department) is seeking Board action to permanently rename County Road (CR) 31A that lies between Buckeye Road (Rd) at either end. This action will facilitate accurate emergency response at the site. Addressing used at the Mariani facility conflicts with the addressing issued by the Department, which has resulted in confusion for emergency responders as well as GIS mapping.

Addresses issued by the Department are considered official addresses, and are not only used by public safety responders, but for tax purposes, permitting, and voter registrations, among other things. Therefore, staff proposes to eliminate confusion at the Mariani facility by renaming CR 31A to Buckeye Rd, which will create a continuous roadway name, as each end of this road segment is already named Buckeye Rd. Attachment A contains an exhibit that best describes the issue.

According to Department records, the Mariani property has been assigned multiple addresses, which is not uncommon in the agricultural areas on large parcels with different building locations. Such addressing assists emergency responders and others accessing the site to accurately locate an identified structure or building complex, and to separate a residence from an agricultural facility.

In accordance with Section 8-13.106(a)(1) of the Yolo County Code, the official name of any County road may be changed by the Board of Supervisors upon a recommendation by the Planning Director. The Department of Community Services requests this change to assist other County agencies, such as the Geographic Information System (GIS) Division and the Office of Emergency Services (OES), in eliminating confusion and to correct an address point discrepancy at the Mariani nut processing facility. Only two property owners, Mariani and Turkovich, will be affected by the proposed road name change and both have provided the Director of Community Services with their concurrence for proceeding with the request.  Pursuant to County Code Section 8-13.106(a)(2), a notice identifying the road name request was posted in a conspicuous place along CR 31A approximately two weeks before holding the public hearing.

Staff supports the Director's proposal to rename County Road 31A to Buckeye Road, which will further the County's efforts to increase emergency response, and recommends the Board approve the name change.  The road renaming is not subject to the California Environmental Quality Act (CEQA) and CEQA Guidelines.

The Department of Community Services staff coordinated with GIS staff from the Department of General Services to facilitate the name change and correct address point discrepancies, as well as with the affected property owners.

Estimated cost to recover Community Services staff time for coordinating, processing, and researching the road name change, including coordination with GIS staff and preparation of the Board report and presentation. This cost reflects the flat fee associated with the adopted Master Fee for road naming requests by private parties. Additional costs can be recovered through addressing fees and road fund for new signage.
