Recommended Action

Reason for Recommended Action/Background

On September 13, 2016, the Yolo County Board of Supervisors (Board) approved Agreement 16-143, a three-year agreement with Turning Point Community Programs (TPCP) to provide Full-Service Partnership (FSP) and Assisted Outpatient Treatment (AOT) services. These services are provided to HHSA consumers that are Seriously Mentally Ill (SMI) adults that are at risk of placement in or transitioning back into the community after being placed in a high level of care, like institutions for mental disease, acute psychiatric hospitals, and state hospitals.

The services are community based intensive services patterned upon evidenced based practices and incorporate Mental Health Services Act (MHSA) concepts of wellness, recovery, resiliency and attention to client driven services. The primary outcome objectives for these services are: decreasing the utilization and length of stay in costlier and more restrictive levels of care; reduction in homelessness; increase in consumer employment and increase support of consumers and their families and caregivers.

On November 19, 2020 HHSA released a new Request for Proposal (RFP) for Mental Health Services Act FSP. Services were needed while the RFP and resulting contract negotiations were in process with new vendors to begin services as of June 1, 2021. Approval of this third amendment will cover the remaining invoices with this FSP provider for serving FSP clients through to July 31, 2021 until all client transfers could be made effectively.

Performance Measures included in this Agreement are as follows:
Performance measures were included in Agreement No. 16-43 and are not being changed by this amendment.

Competitive Bid Process

On April 12, 2016, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals # ADMHRFPCC1603 to elicit bids from qualified community-based organizations to provide Mental Health Service Act Full-Service Partnership and Assisted Outpatient Treatment services. The RFP was open for 55 days (just over 7 weeks), and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on April 25, 2016. Bidders were offered the opportunity to submit proposals via the electronic BidSync system.

HHSA received one (1) proposal from this solicitation. A Proposal Review Committee was formed that included three (3) HHSA employees from the Adult and Aging Branch of HHSA. The proposal submitted by TPCP was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

This action increases the contract maximum by $70,228.96 for a total of $5,285,411.96 for the period of July 1, 2016 through July 31, 2021. No general funds are required by this action. These services will be funded by Mental Health Services Act (MHSA) funding. The amount of $70,229 is included in the HHSA adopted budget for FY2021-22
