Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of these items will reconvene as the Board of Supervisors - Authorize purchase of ALERT 2 equipment, including two ALERT2 rain/stream gaging stations and two weather station transmitters for the District’s Flood Warning System in an amount not to exceed $40,000.00, using the sole-source procurement procedure. (All Districts)
Brief Explanation of Need

In FY 14/15 the Yavapai County Flood Control District (YCFCD) made the decision to gradually upgrade our Flood Warning System from the 1970's era ALERT1 transmission protocol to the newly developed ALERT2 protocol.  Our first step was to equip the base station with the appropriate software and install a unit that houses both an ALERT1 receiver/decoder and an ALERT2 encoder/demodulator so we could receive both transmission protocols, as well as create a backup system. In subsequent years we began the procurement of ALERT2 repeaters which are needed prior to being able to upgrade the stations (rain and stream gauges and weather stations) throughout the County in order to be able to receive and transmit ALERT2 data. As we have installed the ALERT2 repeaters, we have been able to follow with the upgrading of the ALERT1 stations and pressure transducers connected to the upgraded repeaters.

The procurement for this ALERT2 equipment was planned and budgeted for the current (18-19) fiscal year. Items include:

1.  Purchase two ALERT2 Rain/Stream gaging stations. Stations include Transmitters, Stream gage sensors, standpipes, antennas, masts, cables, lightning protection. These are for deployment of new sites whether it be required by fire, or expansion of our system.

2.  Purchase two ALERT2 weather station transmitters for replacement of Legacy ALERT1 weather transmitters, so we can continue the transition from ALERT1 to ALERT2 protocol.

 

We are requesting to make this purchase through a sole source procurement with Hydrolynx based on several factors:

 

The new stations and replacement transmitters are compatible equipment for which we have had training and years of experience.  Three vendors do supply the equipment we desire.  The first we have tried and manufactures the Legacy equipment we plan to phase out due to poor performance in the field, and unsatisfactory customer support.  The third dabbles with ALERT technology but concentrates on other types of systems. We are satisfied with the equipment manufactured by HydroLynx, as well as the technical support we receive.
