The City of Wabasha and the Eagle Center first signed a development agreement together in October 2017 to commit to working on expansion of the Eagle Center (Wabasha Riverfront Revitalization Project). The $27 million project, which is planned over two phases, includes a major expansion of the Eagle Center and its facilities, a new ampitheater, improvements to Big Joe Alley, new dockage. Phase 1 of the project will cost just under $6 million.

In May 2021, the City of Wabasha City Council approved a new, revised Development Agreement which further refined and formalized the relationship between the two organizations. The development agreement also committed the organizations to enter into leases to realize the project.
