SUBJECT:
Approve the sole source purchase of plexiglass enclosures at various locations within City facilities from C-shields in the amount of $50,000, and approve an additional appropriation of the same (Chris Boatman, Facilities and Community Services Director).
MOTION(S):

If the City Council determines that staff’s recommendation is appropriate, the following motions are provided:
  1. "I move to approve the sole source purchase of plexiglass enclosures for various locations within City facilities from C-shields in the amount of $50,000; and
     
  2. I move to approve an additional appropriation of the same."
RECOMMENDATION:

Staff recommends that the City Council approve the sole source purchase of plexiglass enclosures for various locations within City facilities from C-shields in the amount of $50,000 and approve an additional appropriation of the same.
DISCUSSION:

City offices and lobbies have been closed to visitors since early March 2020, to minimize the spread and potential exposure of COVID-19. In anticipation of the fast-approaching re-opening of City facilities and lobbies, staff developed a design for the installation of transparent barriers throughout all applicable customer service areas within City facilities to provide additional protection for residents and City staff. Upon reviewing various vendors, C-Sheild was identified as a responsive vendor that could provide the desired product in an efficient and cost-effective manner.

C-Shield products are designed and manufactured using precision CNC equipment, making for a clean and aesthetically pleasing appearance while the solid transparent 3/8” thick acrylic panels ensure that the panel will not bow or bend.  Plexiglass panels will be outfitted with communication and pass-through service windows specific to each customer service counter.  All corners of the barriers are designed with a smooth radius for functionality, appearance, and safety. This product will be manufactured and assembled offsite, then fitted and mounted in place by the vendor. The attached quote includes 41,746.21 in shielding for various City facility. However, staff is recommending that a purchase order be authorized in the amount of $50,000 to allow additional areas to be added as is determined necessary.

  • Utility Billing / Customer Service Counter
  • Human Resources
  • City Clerk's Office
  • City Council Executive Offices
  • City Council Chambers (Speaker Podium, Council and staff seating area)
  • Library
  • Joslyn Senior Center
*Note that this quote does not include the Lincoln Shrine or Recreation Center which will be completed by staff as separate projects.

 

ALTERNATIVES:

City Council may elect not to accept the quote for the plexiglass installation in the amount of $50,000 at this time, or request a modification.

Discussion:
At this time, funds have not been included in the FY 2019-20 Budget to offset the cost of this purchase. Staff's recommendation is to appropriate the amount of the procurement, $50,000, from the General Fund Unassigned/Unreserved Fund Balance. The projected ending General Fund Unassigned/Unreserved Fund Balance is currently estimated to be $10.4 million at June 30, 2020. 

There is a potential for reimbursement of costs associated with deployment of these health and safety measures through the CARES Act. Further State guidance is anticipated that will direct staff's efforts if funding becomes available to offset these costs.
