Approve Resolution Nos. 8107 and 8108 establishing the special tax levy within the City of Redlands Community Facilities District No. 2003-1 (Redlands Business Center) and 2001-1 (Northwest Development Project) (Management Service/Finance Director Garcia)

If the City Council determines that staff's recommendation is appropriate, the following motion is provided:

I move to adopt Resolution Nos. 8107 and 8108.

In August 2001, the City issued $9,255,000 of Community Facilities District (CFD) Bonds for improvements in and around the San Bernardino Avenue/California Street area. The bonds will be repaid by special taxes levied upon the benefiting property owners.

In March 2004, the City issued $9,545,000 of Community Facilities District (CFD) Bonds for improvements within the District which is bounded by Mountain View Avenue on the west, San Bernardino Avenue on the north, California Street on the east and Lugonia Avenue on the south. 

Resolution Nos. 8107 and 8108 set the 2020-21 maximum tax rates and authorize the City Clerk to file all necessary information with the San Bernardino County Auditor/Controller no later than the levy deadline of August 10, 2020. (Preliminary Notice of Special Assessments will be provided to the County by David Taussig & Associates by July 1, 2020, as required).  Also, attached is the required agreement with San Bernardino County for Collection of Special Taxes, Fees, and Assessments for Fiscal Year 2020-21.

Exhibit A of each resolution shows the calculation of the Fiscal Year 2020-21 Special Tax Levy as prepared by David Taussig & Associates. Detailed reports prepared by David Taussig & Associates, showing updates of the development status, the financial obligations and the special tax requirements for Fiscal Year 2020-21 for each CFD, are on file in the City Clerk’s office.

Do not adopt Resolution Nos. 8107 and 8108.

There is no impact to the General Fund. These assessments are pass-through tax levies, wherein the City collects and remits funds on behalf of the Community Facilities Districts. Its indebtedness is not City debt in any way.
