SUBJECT:
Approve Resolution No. 8103 approving Agreement 3CA04823 with the Department of Forestry and Fire Protection (CAL FIRE) for wildland protection during the 2020-2021 fiscal year (Fire Chief Topoleski)
MOTION(S):

If City Council determines that staff's recommendation is appropriate, the following motion is provided:

I move to approve Resolution No. 8103.
RECOMMENDATION:

Staff recommends that City Council approve Resolution No. 8103.
DISCUSSION:

With the annexation of the area located south of Sunset Drive into the City of Redlands in 1990, the California Department of Forestry (CAL FIRE) and the City of Redlands entered into a Wildland Fire Protection Agreement. Since then, the agreement is reviewed, updated and approved annually. The agreement provides for the protection of 2,900 acres of wildland within the city. Specifically, CAL FIRE will provide supplemental fire resources such as helicopters, aircraft retardant drops, hand-crews, and unified command for wildland fire incidents. The agreement covers the period beginning July 1, 2020, to June 30, 2021, and requires annual amendments to reflect any changes in CAL Fire's costs for providing service. The annual cost for FY 2020-2021 is $107,144.55. The agreement allows for a more predictable fire suppression cost, considering that just one moderate vegetation fire could result in significant suppression costs associated with the utilization of highly specialized equipment, materials, and the costs of command staff and personnel.

City Council may choose to deny approval of the agreement.

Discussion:
The total cost for fire protection services from CAL FIRE for FY2020-2021 is $107,144.55. This cost includes a per acre rate of  $32.95 plus an administrative rate of 12.74%. The total cost is budgeted in the Fire Department's FY20/21 budget.
