All votes during the teleconferencing meeting will be conducted by roll call. The meeting can be observed online via the City's website and on Redlands TV Channel 3 (Spectrum) and Channel 35 (Frontier).

 

HOW TO SUBMIT COMMENTS: Following public health recommendations to limit public gatherings during the COVID-19 pandemic, City Manager Charles M. Duggan Jr., acting as the City of Redlands Emergency Services Director has directed that Planning Commission meetings be closed to the public until further notice or until the current local State of Emergency has been lifted. The Council Chamber will not be open to the public during the Planning Commission meetings.


In order to have your public comment read into the public record at the meeting, members of the public are asked to submit comments prior to 3:00 p.m. the day of the Planning Commission meeting by email at PlanningCommission@cityofredlands.org or through the public comment form on the City's website at www.cityofredlands.org/webform/planning-commission-comments-form. You can also submit a comment by voice mail by calling (909) 307-7333 prior to 3:00 p.m. the day of the meeting.


In compliance with the Americans with Disabilities Act, if you need assistance with public comment, please contact staff at the Development Services Department, (909) 798-7555 ext. 2, at least two hours prior to the meeting to make alternate arrangements (28 CFR 35.102-35.104 ADA Title II).

 

If you challenge any proposed development entitlement listed on this Agenda in court, you may be limited to raising only those issues you or someone else raised prior to the public hearing described in this notice, or in written correspondence delivered to the Planning Commission prior to this public hearing.

It is the intent of the Commission to evaluate the progress of the meeting occasionally, and depending upon timing, the Commission may adjourn for a dinner hour.

1. Consideration of Commission Sign Review No. 465 - A request to amend Sign Program No. 51 to increase the maximum allowable sign area and allow taller letter heights for major tenant wall signs within the Brookside Plaza shopping center. The subject property is located at 1536 Barton Road within the Brookside Meadows Specific Plan (APNs: 0293-172-16-0000, 0293-172-17-0000, and 0293-172-18-0000). This proposal is exempt from environmental review in accordance with Section 15311(a) of the California Environmental Quality Act Guidelines.

1.  PUBLIC HEARING to consider a recommendation to the City Council on SIGN CONDITIONAL USE PERMIT NO. 22, REVISION 2, to modify a uniform sign program for an existing 88,075 square-foot commercial center on 10.42 acres to include the recent expansion of the commercial center consisting of an additional 15,250 square-foot expansion on 1.9 acres. The revised sign program establishes freestanding signs and tenant signs for the new portion of the commercial center. The project site is located on the west side of Eureka Street, between the Arrow Rail right-of-way to the south and the Interstate 10 Freeway to the north, in the Town Center (TC) District of the Downtown Specific Plan. The project is exempt from environmental review pursuant to California Environmental Quality Act Guidelines Section 15311 for accessory structures such as on-premises signs.

1. Consideration of a Resolution to recommend to the City Council the adoption of new local thresholds of significance for "Vehicle Miles Traveled" and the "City of Redlands CEQA Assessment VMT Analysis Guidelines" for the purpose of analyzing transportation impacts in accordance with the California Environmental Quality Act (CEQA). The proposal is exempt from environmental review in accordance with CEQA Guidelines Section 15378(a).
