SUBJECT:
Consideration of selecting a preferred map and introduction of Ordinance No. 2931 amending Chapter 2.03.030 of the Redlands Municipal Code relating to the adjustment of current City Council Member Election District Boundaries (Mayor to declare meeting open as a public hearing) (Development Services Director Desatnik)
PROCEDURE FOR PUBLIC HEARING:
  1. Mayor declares the meeting open as a public hearing.
  2. Mayor calls upon Department Director for report.
  3. Mayor calls for questions/comments from members of the City Council.
  4. Mayor calls for comments/questions/testimony from members of the public (3 minutes per speaker).
  5. Mayor calls upon City Clerk to note any written comments received.
  6. Mayor closes the public hearing.
  7. City Council considers the motion and votes.
MOTION(S):
If the City Council determines that staff's recommendation is appropriate, the following motion is provided:

1.) Identify a Preferred Map; and

2.) Introduce Ordinance No. 2931 to adopt the map;

Mayor requests the City Clerk to read the title of Ordinance No. 2931:

I move to waive further reading of, and to introduce, Ordinance No. 2931 amending Chapter 2.03.030 of the Redlands Municipal Code related to the adjustment of election district boundaries.
 
RECOMMENDATION:

Conduct the public hearing to select a preferred map and introduce Ordinance No. 2931 amending Chapter 2.03.030 of the Redlands Municipal Code related to the adjustment of election district boundaries.
DISCUSSION:

The City Council must adopt, by April 17, 2022, boundaries for all five of the City Council Member Election Districts based on 2020 U.S. Census data so that the five districts are substantially equal in population and comply with Federal and State laws with regard to drawing district election boundaries.  This is the fourth public hearing held at 6:00 p.m. to receive input from the community on the redistricting process as required by Elections Code section 21607.1.
 
On September 21, 2021, the first of four required public hearings was conducted to receive the presentation from the City's demographic consultant, National Demographics Corporation (NDC), and receive public input on the 2021 By-District Council Member Election Boundaries Review Process for the five City Council election districts in the City.  On September 30, 2021, a virtual community engagement workshop was held by the Development Services Department seeking input from members of the public on the criteria to be considered while drafting district maps. 

A news release was published on December 2, 2021, and January 19, 2022, seeking community participation in the redistricting update process and inviting the public to submit draft maps by January 31, 2022.  An additional news release was published on February 2, 2022, notifying the public and interested parties that all draft maps as well as two draft maps received from the public named Public 1 and Public 2 were posted to the City's redistricting website at https://drawredlands.org/.  
 
On January 18, 2022, a public hearing was conducted to receive the presentation of the current district draft map (Attachment A - Exiting Districts) with the updated 2020 - U.S. Census data and adjustments for prison counts from NDC (Attachment B - Map 101). The City Council directed NDC to update a prior map, referred to as M3C2, from the original 2017 By-District Election process with current U.S. Census data (Attachment C - Map 102 & Attachment D - 102b) and to revise the current district draft map to reduce the 3.6% deviation (Attachment E - Map 103).  

On February 15, 2022, a public hearing was conducted to receive the presentation of all draft maps created by the NDC and public maps submitted.  The public submitted two draft maps named Public 1 and Public 2. Input was received to create additional draft maps, Map 102C (Attachment H) and Public 1b (Attachment I).  In total, NDC created six draft maps for consideration, named Map 101, Map 102, Map 102b, Map 102c, Map 103 and Public 1b.  A total of eight draft maps were presented for consideration of a preferred map.  A preferred map was not selected and recommended for further discussion at the next public hearing on March 1, 2022.    

Next steps:

If a Preferred Map is selected and Ordinance No. 2931 introduced amending Chapter 2.03.030 of the Redlands Municipal Code then second reading of the ordinance will occur on March 15, 2022.

If the introduction of Ordinance No. 2931 does not occur at the March 1, 2022, public hearing then the schedule will shift by two weeks with the introduction being scheduled for March 15, 2022, with adoption on April 5, 2022.
