BE IT REMEMBERED THAT notice had been duly filed and posted by the County Clerk on the 11th day of February 2022 at 8:21 A.M. For a Regular meeting of the Commissioners' Court on MONDAY, February 14, 2022 at 9:00 A. M. in the San Patricio County Courthouse Commissioners Courtroom # 230 second Floor, Sinton, Texas. At which time, the following subjects were discussed, concerned, passed, or adopted. 

The following members were present, to-wit:
Present: David R. Krebs, County Judge  
  Sonia Lopez, Commissioner, Precinct 1  
  Gary W. Moore, Sr., Commissioner, Precinct 2  
  Lilly Wilkinson, Commissioner, Precinct 3  
  Howard J. Gillespie, Commissioner, Precinct 4  
Staff Present: Gracie Alaniz-Gonzales, County Clerk
Homer Roblez, Chief Assistant County Auditor
The following proceedings were had, to-wit:
             
   1. CALL TO ORDER, PLEDGES AND PUBLIC INVOLVEMENT
             
   1. Call meeting to order
  Meeting was called to order at 9:00 a.m.
             
   2. Pledge of allegiance
  The Court opened the regular meeting with the Pledges of Allegiance to the flag of the United States and to the flag of the State of Texas.
             
   3. Citizens to be heard
  None today
             
   4. Report from Judge, Commissioner or Department concerning an item/report of community interest.
  Judge Krebs gave the COVID-19 weekly report. He stated that all numbers were decreasing. The positivity rate was down from 13% last week. He also mentioned that in January of 2022 there were 2722 active covid cases and in all of 2021 there were 3000. So far there have been 3 fatalities this month. 
Commissioner Lopez reported that the concrete slab was poured this morning for her new precinct building. 
Commissioner Wilkinson reported that the windmill project in her area is just about complete.
Sara Williams, SPC Emergency Management Director, reported that she had been nominated and accepted a position on the  Emergency Management Statewide Board. She also reported that on May 4-5, 2022, the Regional Hurricane Conference will be held in Robstown at the Richard Borchard Fairgrounds. The cost will be $40.00 per person and she hopes to see participants from San Patricio County attend.
 
             
   2. DELIBERATE AND CONSIDER ACTION ON THE FOLLOWING ITEMS:
             
   1. Approval of minutes
             
  Motion made by Commissioner, Precinct 2 Gary W. Moore, Sr., seconded by Commissioner, Precinct 4 Howard J. Gillespie to approve minutes for February 7, 2022 as submitted by County Clerk

  Vote: 5 - 0 Carried
             
   2. Financial Agenda:
             
   a. Examination, consideration, and action on approval of all claims against San Patricio County Pursuant to section 113.064, Texas Local Government Code.
             
  Motion made by Commissioner, Precinct 4 Howard J. Gillespie, seconded by Commissioner, Precinct 2 Gary W. Moore, Sr. to approve list of all claims against San Patricio County Pursuant to section 113.064, Texas Local Government Code.

  Vote: 5 - 0 Carried
             
   b. Consideration and action on Budget Line Items, Transfers, and Amendments.
  None today
             
   c. Consideration and action on accepting bank reconciliation, investment reports, and related matters by County Treasurer.
             
  Motion made by Commissioner, Precinct 4 Howard J. Gillespie, seconded by Commissioner, Precinct 1 Sonia Lopez to accept and record all reports as submitted by County Treasurer



  Vote: 5 - 0 Carried
             
   3. Consent Agenda: All Consent Agenda items listed are considered to be routine by the Commissioners Court. Members of the Commissioners Court have been furnished documentation on each item, and all such items may be acted upon by one vote without being discussed separately unless requested by County Judge or a Commissioner:
             
   a. Accept and record Nashtec LLC Annual Compliance Report for 2021 per Tax Abatement Agreement and Corpus Christi Regional Economic Corporation, letter from Mike Culbertson review of Nashtec LLC for compliance. 
             
   b. Accept and record Tax Assessor Collector's State of Collection for month ending 1/31/2022.
             
  Motion made by Commissioner, Precinct 4 Howard J. Gillespie, seconded by Commissioner, Precinct 1 Sonia Lopez to approve Consent Agenda Items 2.3 (a) through 2.3 (c) 


  Vote: 5 - 0 Carried
             
   4. Individual Action Agenda:
             
   a. Consideration and action on entering into an Interlocal Agreement between San Patricio County and Nueces County to provide Intoxilyzer Services. Nueces County to pay $50,850.00.
             
  Motion made by Commissioner, Precinct 4 Howard J. Gillespie, seconded by Commissioner, Precinct 3 Lilly Wilkinson to approve entering into an Interlocal Agreement between San Patricio County and Nueces County to provide Intoxilyzer Services. Nueces County to pay $50,850.00.


  Vote: 5 - 0 Carried
             
   b. Consideration and action to renew the contract with Texas Rio Legal Aid to provide Legal service for low income for January 1, 2022 through December 31, 2022. San Patricio County will pay $15,000.00.
             
  Motion made by Commissioner, Precinct 4 Howard J. Gillespie, seconded by Commissioner, Precinct 1 Sonia Lopez to approve the renewal of the contract with Texas Rio Legal Aid to provide legal services for low income from January 1, 2022 through December 31, 2022. San Patricio County will pay $15,000.00.

   c. Consideration and action on Langford's request to amend the Financial Policy related to the San Patricio County Channel Outfall Drainage Improvement Project.
             
  Motion made by Commissioner, Precinct 1 Sonia Lopez, seconded by Commissioner, Precinct 4 Howard J. Gillespie to TABLE the following: Langford's request to amend the Financial Policy related to the San Patricio County Channel Outfall Drainage Improvement Project.


  Vote: 5 - 0 Carried
             
   d. Consideration and action on Langford's request to amend Procurement Policy related to San Patricio County Channel Outfall Drainage Improvement Project. 
             
  Motion made by Commissioner, Precinct 4 Howard J. Gillespie, seconded by Commissioner, Precinct 1 Sonia Lopez to TABLE the following: Langford's request to amend Procurement Policy related to San Patricio County Channel Outfall Drainage Improvement Project. 


  Vote: 5 - 0 Carried
             
   e. Consideration and action on allowing the Auditor's Office to issue a Request For Qualifications for Engineering/ Architectural/ Surveying services to assist San Patricio County in its application and project implementation of a contract, if awarded from the CDBG-MIT of The General Land Office. 
             
  Motion made by Commissioner, Precinct 4 Howard J. Gillespie, seconded by Commissioner, Precinct 1 Sonia Lopez to approve allowing the Auditor's Office to issue a Request For Qualifications for Engineering/ Architectural/ Surveying services to assist San Patricio County in its application and project implementation of a contract, if awarded from the CDBG-MIT of The General Land Office.

   3. PERSONNEL-Employment and current employee status changes in accordance with the current personnel policies, County Budget, and State law with notification of such changes to the payroll division of the Treasurer's office.
             
   1. Deliberate and consider action employee salary:
             
   a. San Juanita Zamora - Termination - Administrative Assistant/Road and Bridge #3 full time regular at $3,674.35 per month effective February 4, 2022.
             
   b. Rosemarie Ruiz - Resignation - Records Management Officer/General Fund Records Management full time regular at $2,694.00 per month effective February 4, 2022. 
             
   c. Joel Hinojosa - Resignation - Crewman/Road and Bridge #1 full time regular at $2,153.57 per month effective February 4, 2022.
             
   d. Osvaldo Garcia - Employment - Crewman/Road and Bridge #1 full time regular at base salary $1,906.67 per month ($11.00 hr.) effective February 16, 2022.
             
   e. Joseph Deaton - Employment - Crewman/Road and Bridge #1 full time regular at base salary $1,906.67 per month ($11.00 hr.) effective February 16, 2022.
             
   f. Ryder Putnam - Employment - Juvenile Supervision Officer/Juvenile Detention full time regular at base salary $2,500.00 per month ($14.42 hr.) with a $50.00 per month phone allowance effective February 16, 2022.
             
   g. Geneva Gil - Employment - Juvenile Supervision Officer/Juvenile Detention full time temporary at base $14.42 per hour with a $50.00 per month phone allowance effective February 16, 2022. 
             
   h. Kevin Noland - Employment - Juvenile Supervision Officer/Juvenile Detention full time regular at base salar $2,500.00 per month ($14.42 hr.) with a $50.00 per month phone allowance effective February 16,2022.
             
   i. Lisa Baker - Salary/Transfer - Human Resources Assistant/Personnel full time regular at $3,135.83 per month ($18.09 hr.) to Benefits Administrator full time regular at base salary $3,870.90 per month ($22.34 hr.) with a $50.00 per month phone allowance effective February 16, 2022.
             
   j. Andres Hasette - Salary/Position - Lead Crewman/Road and Bridge #3 full time regular at $3,219.22 per month ($18.57 hr.) to Heavy Equipment Operator full time regular at $2,686.67 per month ($15.50 hr.) effective February 16, 2022.
             
  Motion made by Commissioner, Precinct 4 Howard J. Gillespie, seconded by Commissioner, Precinct 3 Lilly Wilkinson to approve 3.1 (a) through 3.1 (j) 

  Vote: 5 - 0 Carried
             
   2. Accept and record employee status changes:
  None today
             
   4. EXECUTIVE SESSION

PUBLIC NOTICE
is given that the San Patricio Commissioners Court may elect to go into Executive Session anytime during the meeting to discuss matters listed on the Agenda, when authorized by the provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code. In the event the Commissioners Court elects to go into Executive Session regarding an agenda item the section or sections of the Open Meetings Act authorizing the Executive Session will be publicly announced by the presiding officer. In accordance with the authority of the Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.076, 551.086 the Commissioners Court will hold an Executive Session to consult with attorney(s) including matters related to litigation; deliberate regarding real property; prospective gifts(s); personnel matter, including termination; security devices, and/or economic development negotiations and other matters that may be discussed in an Executive Session. Upon completion of the Executive Session, the Commissioners' Court may in an open session take such action as appropriate on items discussed in Executive Session.

  Motion made by Commissioner, Precinct 4 Howard J. Gillespie, seconded by Commissioner, Precinct 2 Gary W. Moore, Sr. to adjourn the meeting with no further business before the court. The meeting was adjourned at 9:20 a.m.
