1.   DISCUSSION OF COMMUNITY DEVELOPMENT BLOCK GRANT 2020–2024 FIVE-YEAR CONSOLIDATED PLAN, 2020-2021 ANNUAL ACTION PLAN, CITIZEN PARTICIPATION PLAN, AND CDBG 2020-2021 BUDGET
RECOMMENDATION:
  1. Discuss allocation of the 2020-2021 Community Development Block Grant (CDBG) and CDBG-CV funds.
  2. Direct staff as appropriate.

2.   CONTINUED DISCUSSION OF POTENTIAL GENERAL FUND BUDGET IMPACTS ASSOCIATED WITH THE NOVEL CORONAVIRUS (COVID- 19); FISCAL YEAR 2019/2020 ADJUSTED BUDGET AND FISCAL YEAR 2020/2021 PRELIMINARY BUDGET REVIEW
RECOMMENDATION:
  1. Review the adjusted Fiscal Year 2019/2020 General Fund operating budget and approve use of General Fund Unrestricted Reserves in the amount of $19,115,000 to address an estimated $29,200,000 deficit.
  2. Review the preliminary Fiscal Year 2020/2021 General Fund operating budget and discuss options to reduce an estimated $47,175,000 deficit.
