MINUTES
The City Council of the City of Palestine, Texas convened in a Special Telephonic or Internet Meeting on Monday, May 4, 2020, at 3:30 p.m. in the Council Chambers at City Hall, 504 N. Queen Street, Palestine, Texas, with the following members:
Present: Steve Presley, Mayor; Ann Connor, Mayor Pro Tem; Larissa Loveless, Council Member; Mitchell Jordan, Council Member; Vickey L. Chivers, Council Member; Dana Goolsby, Council Member
Absent: Joe Baxter, Council Member
Staff Present: Edena Atmore, Assistant City Manager/Chief Financial Officer; Teresa Herrera, City Secretary; Gary Landers, City Attorney
             
Leslie Cloer, City Manager was absent.

SPECIAL MEETING
             
A.
CALL TO ORDER
With a quorum present, the meeting was called to order at 3:33 p.m.
             
B. PUBLIC COMMENTS, PUBLIC RECOGNITION, AND ANNOUNCEMENTS
Members of the public may submit their comments by completing the required Request to Speak form by using the weblink below. All comments submitted by 3:00 p.m., the day of the meeting will be read during the meeting.

The following comments were submitted and read by Mayor Presley:
  • Margaret Smith regarding the Number of Shoppers Order issued by Judge Johnston.
  • Diane Miller regarding the city manager item on the agenda.
  • AD Etheridge regarding the police chief and city manager on the agenda.
  • Jack Coleman regarding the prior meeting’s update agenda item regarding substandard structures.
             
C. CITY MANAGER'S REPORT
Mayor Presley informed everyone that City Manager Cloer had a family medical emergency. He asked that we keep her family in our prayers.
             
1. City Manager's Report. Asst. City Manager/CFO Atmore reported on the following: 30 positive COVID-19 cases in Anderson County; the Texas Workforce Commission is currently experiencing extremely high volume via telephone and internet. They have set up a new website to provide information for those individuals impacted by COVID-19; Connected Nation Texas update; Employee Benefits Update; External Financial Audit; 2020 Census; and City Offices closed to the public through May 31st. She thanked the COVID-19 Task Force members who participated in the interactive Town Hall meeting and the Chamber of Commerce for featuring a Restaurant of the Day on Facebook to encourage residents to pick up to-go food from one of the local businesses.
             
D. REGULAR AGENDA
             
1. Discuss and take action on the Compost Facility Weekly Schedule. Streets Director Mark Fletcher
Streets Director Fletcher provided staff comments. Currently, the Compost Facility is opened Monday through Friday from 8: a.m. to 12:00 p.m. Discussion was held.
  Motion by Council Member Mitchell Jordan, seconded by Council Member Vickey L. Chivers to adjust the Compost Facility hours of operation from Monday through Friday to Tuesday through Saturday from 8:00 a.m. to 12:00 p.m. temporarily.
  Vote: 6 - 0 - Unanimously
             
2. Consider confirmation of Mark Harcrow as Chief of Police.  City Manager Leslie Cloer
Mayor Presley read a statement emailed by City Manager Cloer.
  Motion by Council Member Mitchell Jordan, seconded by Council Member Larissa Loveless to confirm Mark Harcrow as Chief of Police.
  Vote: 6 - 0 - Unanimously
             
3. Discuss and take action for response to Coronavirus (COVID-19). City Manager Leslie Cloer
Mayor Presley provided an update on the testing that was done over the weekend at the Courthouse Annex. TDCJ is currently testing the guards.

Mayor Presley asked for input from Council regarding public comments moving forward. Council recommends that staff continue to do what has been done and to add the five minutes restriction language to the agenda. All meetings will continue to be online until further notice.
             
E. CLOSED SESSION
The Closed Session item was postponed until the next meeting. Council did not go into Closed Session pursuant to Texas Government Code, Chapter 551, Subchapter D.
             
1. Section 551.074 personnel matters: to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; specifically of the city manager.
             
F. ADJOURNMENT
With no other business to come before Council the meeting was adjourned at 4:08 p.m.
