SUMMARY:
The City has old metal seating, bleachers previously used for observers at the Athletic Complex that need to be disposed of.   These items could still be useful to other public entities, the Palestine Independent School system has indicated that they would like to receive and use these items, and the City can dispose of surplus items if they are transferred to that type public entity.  The City Council would need to vote to declare the items surplus and as part of that discussion and vote include what public purpose would be served by the transfer of the item to the other public entity.  There would need to be a written contract, an Interlocal Agreement that sets out all of this information.
RECOMMENDED ACTION:
It is requested that the City Council provide direction to the staff on the possible transfer of the surplus bleachers to the local school districts.
CITY MANAGER APPROVAL:
Since these old metal bleachers can no longer be used by City, they should be considered surplus and if possible transferred to another local public entity that could use them for public benefit.
