Amendment No. 2 to Project ID M1916ROBS

Ratify the execution of Amendment No. 2 to Project ID M1916ROBS with the Texas Department of Transportation for the Routine Airport Maintenance Program.
In 1996, the Texas Department of Transportation (TxDOT) Aviation Division began an annual Routine Airport Maintenance Program (RAMP) with five pilot TxDOT districts. The program was designed to assist communities with maintenance programs by offering state financial assistance. The initial program was a success and has expanded to allow all publicly owned/operated airports, including non-hub primary commercial service airports, in the Texas Airport System Plan (TASP). The State reimburses 50% of eligible project costs, up to a maximum State share of $50,000. For example, if the County spends $100,000 on eligible costs, the State will reimburse $50,000. Anything above $100,000 will not be reimbursed by the State. If the County spends $75,000 on eligible costs, the State will reimburse $37,500.
On September 19, 2018, the Commissioners Court approved a contract with TxDOT for the RAMP grant. Eligible activities under the RAMP grant include crack sealing, herbiciding, striping, marking, and other similar services. Services have been expanded to include other items such as airport lighting and maintenance, airport entrance road construction, pilot lounges, environmental compliance, and automated weather observing system (AWOS) maintenance.
Under the original grant contract, Nueces County will be reimbursed up to 50% of eligible project costs, or $15,000, whichever is less, per fiscal year and subject to availability of state appropriations. Amendment No. 1 was approved on May 22, 2019 to increase the amount eligible for reimbursement from $15,000 to $25,000.
Amendment No. 2 will increase the amount eligible for reimbursement from $25,000 to $31,000. All other provisions in the original grant contract remain the same.
If the County is eligible for additional amendments, as needed, for a State share amount up to $50,000. If such situation arises, TxDOT will issue Amendment No. 3.
