CMP Cycle 17 Grant Award for LyondellBasell Watershed Project

Discuss and consider execution of a Subrecipient Grant Agreement with the Texas General Land Office for the Coastal Management Program (CMP) Cycle 17 project (Upper Oso Watershed at LyondellBasell).
In the summer of 2011, the Coastal Coordination Council of the Texas General Land Office announced they were accepting application proposals for their Coastal Management Program (CMP) grant fund. The CMP focuses on five primary issues of concern to coastal communities: coastal hazards, wetland protection, water quantity and water quality, dune protection, and shoreline access. Specifically, the CMP identifies coastal natural resource areas (CNRAs) and identifies uses or activities that may adversely affect those areas, and sets uniform policies to address those effects.
On September 28, 2011, Commissioners Court approved the submission of an application for Coastal Management Program (CMP) Cycle 17 project. The proposal was for the Upper Oso Watershed Water Quality Improvement and Habitat Education Project. The project will establish habitat along the perimeter of the wetland, incorporate a public education signage component, and create an educational partnership with the local school district. The wetland will provide drainage benefits by providing detention of stormwater on site and will be designed to use physical and biological treatment mechanisms to remove stormwater pollutants.
The grant award amount from CMP is $60,000. The matching fund requirement is 60%/40%, in-kind or cash match. The County’s 40% match ($40,000) will be in-kind services provided by the Community Services and Inland Parks Department; thus, the entire project totals $100,000. The grant period will be October 1, 2012 to March 31, 2014.
