TDEM HMGP HMAP Update Application

Ratify the submission of a grant application to the Texas Division of Emergency Management for the DR-4332 Hazard Mitigation Grant Program for a Hazard Mitigation Action Plan (HMAP) Update.
The Hazard Mitigation Grant Program (HMGP) is funded by the Federal Emergency Management Agency (FEMA) and administered by the State of Texas through the Texas Division of Emergency Management (TDEM). This program is a mitigation grant with a single mission to provide financial assistance to eligible applicants to prevent or reduce future losses to lives and property through the identification and funding of cost-effective mitigation measures; and minimize the costs of future disaster response and recovery.
On December 12, 2018, agenda item #4.C.2., the Commissioners Court authorized the submission of a grant application to TDEM for a Countywide Drainage Plan and Hazard Mitigation Plan (HMAP) Update in the amount of $1,000,000. The project was not chosen initially for funding; however, on 06/23/2021, the County was contacted by TDEM representatives who stated that the grant application could be resubmitted for consideration. Since the County already was awarded funds from the Texas Water Development Board (TWDB) for the Regional Master Drainage Plan Study, my office asked TDEM if we could resubmit an amended application to delete the drainage study component and reduce the funding request accordingly. TDEM advised that was allowable and the County was given a deadline for resubmission of 06/25/2021. The application was revised to include only the HMAP update, which is required in 2022. The budget was reduced to $200,000. If awarded, the grant will require a match of $12,500.
