Purchase of Firearm by Retired Peace Officers

Approve the purchase of firearms by retiring law enforcement officers and establish the amount for which the firearms may be purchased.
The Sheriff’s Office has recently had several peace officers retire after long and dedicated service to our agency and Nueces County. They include:
Deputy Russel Vickers – 31 years of service, Retired June 30, 2020
Deputy Don Manuel – 33 years of service, Retired March 15, 2021
John Galvan – 14 years of service, Retired March 31, 2021
When an honorably retired peace officer has retired, they may purchase their agency issued sidearm under Government Code 614.051. Typically, our office researches and recommends to the Court a fair price based on market value (retail) to replace the firearm. Previously however, our office has not taken into account the agency’s true replacement costs until recently; therefore we are recommending the Court approve the replacement cost, or an amount closer to that, as the cost at which the County would approve the firearm to be purchased. Additionally, this also takes into consideration the dedicated and honorable service that these deputies have provided to the Sheriff’s Office, the County, and its residents.
Original Purchase Cost = $409 (October 2019)
Quoted Replacement Cost = $388.23 (Dec. 2020)
Recommended Purchase Cost = $410
