Emergency Rental Assistance 2 Program Award

Ratify the acceptance of a grant award from the United States Department of the Treasury for the Emergency Rental Assistance 2 (ERA2) program; and discuss the administration of the Emergency Rental Assistance 1 (ERA1) and Emergency Rental Assistance 2 (ERA2) program.
The Emergency Rental Assistance 1 (ERA1) program made available $25 billion to assist households that are unable to pay rent and utilities due to the COVID-19 pandemic. The funds are provided directly to States, U.S. Territories, local governments, and Indian tribes. The funds must be used for direct financial assistance, including rent, rental arrears, utilities and home energy costs, utilities and home energy costs arrears, and other expenses related to housing. Remaining funds are available for housing stability services, including case management and other services intended to keep households stably housed, and administrative costs. Funds generally expire on September 30, 2022 with a majority of the funds (approximately 65%) to be encumbered prior to September 30, 2021.
On January 27, 2021, agenda item #2.A., the Commissioners Court ratified the acceptance of a grant award for ERA1 in the amount of $1,078,956.70.
The American Rescue Plan Act allocated additional funds to the Treasury for the Emergency Rental Assistance Program, which is now referred to as Emergency Rental Assistance 2 (ERA2) program. Nueces County is eligible to receive an additional $853,728.00 for the same purposes listed above. These funds generally expire on September 30, 2025. On June 23, 2021, agenda item #2.L., the Court ratified the submission of an application for ERA2. The County has now received the countersigned terms and conditions from the Treasury.
