Odyssey SAAS Migration and cSAM agreements

Discuss and consider a sole source execution of a Software As A Service Agreement and a Client Success Account Management and Consulting Agreement with Tyler Technologies Incorporated related to the Odyssey Justice Systems.

Originally, the configurations required to replace the Nueces County's "Justice Systems" for the District Courts, County Courts, Justice of the Peace Courts, District Attorney's Office, District Clerk's Office, and the Sheriff's Office were determined to be too complex for the Tyler Technologies cloud option referred to as Software as a Service (SaaS).

A recent review of our current products and configuration by Tyler Technologies showed we are now able to migrate to their SAAS solution.

Nueces County moved from a "simple" low-server-count solution of the Mainframe and iLEADs to a "complex" 20+ server Tyler Technologies justice system. The new justice system was necessary to accommodate the rapidly growing list of requirements by both Nueces County departments and the public. To prevent further delays in upgrading our current Tyler Technologies justice systems investment, this product needs to be migrated into the Tyler Technologies cloud, hosted by Amazon Web Services (AWS).

Remote access demands are expanding due to the COVID-19 situation. These agreements include costs to begin migrating the current Odyssey justice systems to the Software as a Service (SaaS) solution provided by Tyler Technologies. Delaying the start of this migration project could prevent Nueces County from meeting the increasing demands of a remote court operation.
The Software as a Service (Saas) Agreement and Client Success Account Management and Consulting Agreement require funding in FY 19/20 for (1) SaaS Migration in the amount of $20,125.00; and (2) cSAM fees in the amount of $12,500.00. Recommend approval to fund the total $32,625.00.

Also, the increased annual maintenance and support cost was included in the FY 20/21 budget requests.
