RECOMMENDATION
Ratify the submission of a grant application to the Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment for fiscal year 2020 Grants to Expand Substance Abuse Treatment Capacity in Adult and Family Drug Courts for the purposes of expanding the current capacity of the Family Drug Treatment Court operated within County Court at Law No. 5.
BACKGROUND
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment announced their solicitation for applications for fiscal year 2020 Grants to Expand Substance Abuse Treatment Capacity in Adult Treatment Drug Courts, Adult Tribal Healing to Wellness Courts, or Family Treatment Drug Courts.  The purpose of this program is to expand substance use disorder treatment services in existing drug courts.  The program recognizes the need for treatment instead of incarceration for individuals with substance use disorder.
DISCUSSION
The Nueces County Family Drug Treatment Court is managed by County Court at Law No. 5. The program functions in partnership with the Department of Family and Protective Services (DFPS), The Council on Drug and Alcohol Abuse-Coastal Bend (COADA), and Court Appointed Special Advocates (CASA). The program serves as an integrated trauma informed treatment and support modality for families dealing with a parent suffering from addiction. The primary outcome is for parents to successfully reunify with their children and function as responsible and sober parents. The primary goal is to protect children and to reunite families. The outcome will be a reduction in the number of children in foster care due to substance abuse, shorter time in care, and an increase in the number of children successfully reunited with families by integrating services.
 
The application was submitted on February 4, 2020 in the amount of $400,000 per year for a five (5) year period, as allowed by the grant program.  There is no cost share or match required for this program.  The budget includes personnel and benefits for a full-time court coordinator and administrative support; travel/training for drug court staff; counseling and treatment services; and office supplies such as computer, printer, etc.
 
If awarded, the anticipated project start date would be July 30, 2020.
