RECOMMENDATION
Authorize Sole Source purchase for the TRI-CEP court evaluation program from Treatment Research Institute (TRI) used by the DWI court; and authorize the execution of the Amended and Restated Software License and Services Agreement with TRI.
BACKGROUND
TRI-CEP is a performance monitoring and reporting system for Drug and DWI courts that captures critical performance indicators. It also facilitates collaborative management of offenders by judges, treatment personnel, case managers, and probation officials by generating immediate and actionable participant progress data. The software was purchased in an effort to better streamline the services of the Drug/DWI Court as well as to allow for the capability to provide more detailed reports and useable data.
DISCUSSION
On October 10, 2010, the Commissioners Court authorized the sole source purchase and execution of the software license and service agreement for the TRI-CEP court evaluation program from Treatment Research Institute (TRI) for the DWI Court. Every year since then, we have renewed their contract. The DWI Court would like to once again renew the contract. The County Attorney’s Office has reviewed and approved the new Amended and Restated Software License and Services Agreement.

The license fee is $10,000 and will be paid from a budgeted line item in the DWI Court grant, Department #2086.
