Consider a request for proposals for fabrication and installation of hurricane shutters.

Discuss and consider making a finding for the method of procurement (request for proposals) for fabrication and installation of hurricane shutters at the County Courthouse Office of Emergency Management, Keach Family Library, and Richard M. Borchard Fairgrounds Conference Center; authorize the Purchasing Agent to publish a notice; and adopt an order delegating evaluation authority to a selection committee.
The project is funded through the Hazard Mitigation Grant Program (HMGP) with the Federal Emergency Management Agency (FEMA) and administered by the state of Texas. The HMGP can fund mitigation measures that protect both public and private property, so long as the measures fit within the overall mitigation strategy for the disaster area, are cost effective, and comply with all Federal and State program guidelines. The project intends to harden critical facilities susceptible to wind storm damages that are essential to the continuation of critical government services and emergency operations. The facilities identified for the installation of permanent or semi-permanent window protection include the Emergency Operations Center, Richard M. Borchard Regional Fairgrounds Conference Center and the Keach Family Library.
FEMA will provide federal funds up to 75% of the cost of appropriate hazard mitigation projects. The County must contribute at least 25% using either in-kind or cash match. The total project will be $221,651; $166,238 in federal funds with a $55,413 required cash match.
