Grant Application to the Office of the Governor, Texas Military Preparedness Commission

Adopt a resolution authorizing the submission of a grant application to the Office of the Governor, Texas Military Preparedness Commission under the Defense Economic Adjustment Assistance Grant (DEAAG) Program for the purposes of acquiring land to prevent encroachment near Navy Outlying Landing Field Cabaniss.
Established in 2003 by the 78th Texas Legislature, the Texas Military Preparedness Commission’s (TMPC) goal is to preserve, protect, expand, and attract new military missions, assets, and installations. The Defense Economic Adjustment Assistance Grant Program (DEAAG) is an infrastructure grant program designed to assist defense communities that have been positively or negatively impacted by a change or announced change by the Department of Defense.
NAS-CC is looking to partner with Nueces County in submitting an application for the Defense Economic Adjustment Assistance Grant (DEAAG) to purchase 50 acres of property outside of Navy Outlying Landing Field Cabaniss (Cabaniss Field). The purpose of purchasing this particular property is so that a restricted use easement can be placed on it to protect against incompatible development around the airfield. Any development in the clear zone area could adversely affect the airfield’s ability to properly train pilots and any decrease in activity could leave their airfield vulnerable to closure.
An updated appraisal of the property values it at $1,150,000 to $1,500,000. DEAAG typically requires a 50/50 match; however, Nueces County is a Hurricane Harvey disaster-affected area, a match of $307,000 will be requested in the application. Matching funds have been identified from 2015 Certificates of Obligation.
