BE IT REMEMBERED, that on this the 28th day of April, A.D., 2021, there was begun and held a REGULAR MEETING of the Honorable Commissioners Court of Nueces County, Texas, wherein the following members thereof were present, to-wit:

   B.   The Court led the Pledge of Allegiance to the United States of America and Texas Flags.
             
   C.   County Judge Canales called the Regular Meeting to order at 9:15 a.m. and certified that a quorum was present. The meeting was held in the Commissioners Courtroom located at 901 Leopard Street on the 3rd floor of the Nueces County Courthouse.
             
   D.   Safety Briefing was given by Rebecca Ramirez, Emergency and Risk Management Specialist.
             
   E.   PUBLIC COMMENT: Was given by Tyner Little, for Andrea Bird, and Barbara Canales.

   4.   The Court received an update from Scott Cross, Coastal Parks Director, on the status of the I.B. Magee Multipurpose Building recovery efforts and cost overruns that are budgeted and those that are still needing a funding source.
             
   5.   The Court approved the selection of Terracon Consultants Inc. for engineering services, inclusive of material testing, for the I.B. Magee Multipurpose Building; approved engineering service contract subject to the County Attorney's approval.

   9.   The Court tabled Amendment No. 1 to the Interlocal Agreement with the City of Corpus Christi related to Parker Pool for purposes of providing a general public swim program until May 12, 2021.

   14.   The Court tabled the Fourth Amendment to SubLease Agreement with Christus Spohn Health System and Nueces County providing for sublease extension for use of Spohn Memorial parking lot and portions of Physician's Plaza West building until May 12, 2021.

   17.   The Court received a report from Maria Bedia, Grants Administrator, on COVID-19, Winter Storm Uri, and Hurricane Hanna response expenses and reimbursements to date.
             
   18.   The Court approved overtime pursuant to County policy for essential exempt employees during declared disasters as it relates to COVID-19, and storm preparedness and response; severe weather preparedness and response; in addition, authorized payment of overtime to essential exempt City County Health District Employees.

   4.   EXECUTIVE SESSION: The Court convened into Executive Session at 5:11 p.m. and reconvened into Regular Session at 5:29 p.m.
             
   A.   The Court consulted with the County Attorney regarding public works and liability issues.  No action taken.
             
   B.   The Court consulted with the County Attorney on Case No. 2:20-CV-00047, Armin Lopez, Jr. v. Nueces County, Texas; In the United States District Court for the Southern District of Texas; approved settlement of case and related matters.
             
  Motion by: Commissioner Chesney, Second by: Commissioner Hernandez
         
Motion: Accept the settlement agreement in the amount of $15,000.00.

   C.   The Court consulted with the County Attorney and/or outside counsel regarding legal issues related to Corpus Christi Polymers, LLC Tax Abatement agreement, pending appraisal district hearing, discussed any related proposal, and other related matters; Discussed and considered approval of any related proposal, including Amended Tax Abatement Agreement.  No action taken.
 

The Court was adjourned at 5:32 p.m. in memory of Bob Redding and Victor Cadena.
