Authorize execution of agreement with Armor Correctional Health Services, Inc. dba Armor Health for RFP No. 3137-20 Medical Services for Nueces County Jails and Juvenile Department (Jail and Annex only).
Inmate medical services are to be provided at the Nueces County Jail Facilities (“Facilities”). The facilities are comprised of two jail locations.

This RFP addresses the provision of ambulatory and infirmary inmate medical services at the Jail and ambulatory inmate medical services at the Annex using the Existing Medical Units. This RFP does not include the provision of inpatient or outpatient inmate healthcare services that cannot be reasonably provided within the facilities. Such services are covered under a separate indigent healthcare agreement maintained by the Nueces County Hospital District (a separate governmental entity from Nueces County). The Offeror will be responsible for maintaining a liaison with and coordinating external inmate healthcare services with the Hospital District’s indigent health care contractor, Christus Spohn Health System Hospitals.

The contract resulting from this RFP will be effective December 01, 2020 and will have a three (3) year initial period ending November 30, 2020. Proposer may request to renew or not to renew the original contract as amended from time to time, at the same terms, conditions, by giving six (6) months written notice of its intent before the term ends.  Each renewal, if any, will be in one (1) year increments, not to exceed two (2) additional years past the initial term. This contract may be terminated by either party for any reason by giving one hundred twenty (120) days written notice of intent to terminate.

Current contract with Wellpath, LLC. for inmate medical services at the Nueces County Jail is due to expire November 30, 2020. 

A proposal opening was conducted on August 6, 2020 at 3:00 PM. Commissioners Court awarded to Armor Correctional Health Services, Inc. dba Armor Health on October 7, 2020.
Services will be paid by the Nueces County Hospital District from their FY 2020-2021 Budget. Debarment Statement and HB 89 Verification Form attached.
