Reorganization and reclassification of Law Library positions

RECOMMENDATION
Reorganization and reclassification of certain positions of the Law Library and the other Nueces County Libraries to all be under the direction of the County Librarian.
BACKGROUND
DISCUSSION
Library Reclassifications
The Law Library will now be under the direction of the County Librarian.  She will continue to oversee the Robstown and Bishop libraries, and now the Law Library.  In Department 6310, the County Librarian position is being recommended for an increase from a pay group 31 to a 32. 
In Department 6310, The Youth Literacy position is being recommended to be reclassified from a pay group 23 to a pay group 20.  This position will no longer be required to have a degree in Library Science.
In Department 6310, it is also being recommended that an additional regular, full-time position of a library clerk be added to the department.  The funds can be transferred from the cost savings of the youth literacy position and temporary salaries.
In Department 0150, the Law Librarian position will continue at the same pay.

County Librarian position: $3348.80 + $678.80 (benefits)= $4,027.60 increase

Youth Literacy position: $5532.80 + $1121.50 (benefits) = $6,654.30 savings

New Library Clerk position: $29,494.40 + $5,978.51 = $35,472.91 increase

Temporary fund: Decrease by $32,846.21
