Approve Engineering Services Contract with Raptor Engineering

Discuss and consider selection of Raptor Engineering, Inc. (Raptor) to provide third party measurement and verification (M&V) services to review the quarterly Energy Savings Performance Contract (ESPC) reports provided by Johnson Controls, Inc.; Authorize execution of Engineering Services contract.
Nueces County signed ESPCs Phase I on July 10, 2010, and Phase II on December 18, 2013 with Johnson Controls, Inc. The purpose of the ESPC is to save energy, extend equipment life, preempt breakdowns and extend equipment life by proactively  identifying potential failures by trending and monitoring equipment, in accordance with SECO (State Energy Conservation Office) guidelines, which require third party Professional Mechanical Engineering (HVAC) assessment of the JCI quarterly reports. For the last 9 years since 2010 the County has utilized the engineering services LNV, Inc. who used Raptor as a Mechanical (HVAC) Engineering subcontractor.  
The existing contract with LNV, Inc. ends on January 31, 2020 which is Year 8 of the Phase I ESPC. We recommend signing a 4-year Engineering Services Contract (Mechanical-HVAC for years 9, 10, 11, and 12 of year and cancelable by either party, to fulfill SECO requirements.

Form 1295 Certificate #2019-568750 has been filed with the Texas Ethics Commission.
