FY2020 DA Forensic Evidence Testing Application

Adopt a resolution authorizing the submission of a grant application to the Office of the Governor, Public Safety Office, Criminal Justice Division for the FY2020 District Attorney Testing of Forensic Evidence grant program.
The Office of the Governor, Public Safety Office, Criminal Justice Division (CJD) recently announced funding availability under their FY2020 District Attorney Testing of Forensic Evidence grant program. State funds for these projects are authorized under the Texas General Appropriations Act, Article I, Rider 33 for Trusteed Programs within the Office of the Governor. All awards are subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law. CJD expects to make available $1M for FY2020.
Funds may be used for costs associated with the forensic analysis of physical evidence as defined in Article 38.35 of the Code of Criminal Procedure. Allowable costs include, but are not limited to: outsourcing of forensic analysis to public or private accredited labs; expedited forensic analysis; and additional items above Texas Department of Public Safety’s Case Acceptance Policy.
Projects must begin on or after 09/01/2019 and end on or before 08/31/2020. CJD will allow for the retroactive reimbursement of eligible costs incurred as of 09/01/2019. There is no match required for this grant program and the total application amount is still being determined as of the submission of this agenda item (11/12/2019), but it will be available by the November 20
Commissioners Court date.
