SUBJECT:
Request for Final Plat approval of a 48-lot residential subdivision located within the Capella Planned Area Development, approximately 1/4 mile west of La Cholla Boulevard between Lambert Lane and Naranja Drive
RECOMMENDATION:
The Tentative Development Plan (TDP) for this subdivision was approved by Town Council in 2018 as part of the Capella Planned Area Development (PAD), and the Final Site Plan has been conditionally approved by Town staff based on its conformance with the TDP. As such, staff recommends approval of this primarily administrative function, as its purpose is to divide the parcels into residential lots for future sale. The Final Plat complies with the design previously approved by Town Council. 
EXECUTIVE SUMMARY:
The purpose of this request is to consider a Final Plat (Attachment 1) for a 48-lot residential subdivision, located within the Capella PAD, approximately 1/4 west of La Cholla Boulevard between Lambert Lane and Naranja Drive as shown on the map to the right.

The proposed subdivision is known as Parcel M within th Capella PAD. Final Plat review is primarily an administrative function as the site design was previously approved through the Tentative Development Plan (Attachment 2) as part of the PAD development and associated rezoning.

The Final Site Plan, which is the plan the Final Plat is based on, has been conditionally approved by Town staff as it conforms to the approved rezoning. 

The proposed Final Plat consists of 48 residential lots subdivided on 24 acres with a density of 2 homes per acre. The residential design provides one main access point through the Estates at Capella subdivision with a possible future connection to the parcel to the south when that develops for residential use. The proposed subdivision is also subject to preservation of environmentally sensitive open space (ESOS) and construction of a public trail. Trail No. 33, known as the "Poppy Trail," runs the length of the PAD and will be constructed concurrently with this proposed development (Attachment 3).

The Final Plat has been reviewed and meets Town requirements, and conforms to the approved site design.
BACKGROUND OR DETAILED INFORMATION:
The Final Plat requires Town Council approval prior to being officially recorded with Pima County. It conforms to the Final Plat for the overall Capella PAD, which is scheduled prior to this agenda.

In 2018, the Town Council approved the Capella PAD and associated rezoning which included areas for residential use, commercial use, recreation, and open space. Parcel M was designated as low density residential with an underlying zoning of R1-7 and is subject to Environmentally Sensitive Lands Open Space requirements. The Final Site Plan has been conditionally approved as it conforms to the approved site design and all conditions of the prior rezoning. 

As required per the PAD, a public trail for Trail No. 33, also known as the "Poppy Trail" and identified on the Town's adopted trails plan and included in the Your Voice, Our Future General Plan, is being constructed concurrently with Parcel M. This trail runs the length of the Capella PAD and is being dedicated to the Town as part of the overall PAD final plat. This trail an important connection to the larger Oro Valley trail system.

Proposed Improvements:
  • 24 acres subdivided into 48 residential lots (2 homes per acre)
    • Average lot size: 8,186 square feet
    • Minimum lot size: 7,500 square feet (6,600 square feet required per the PAD)
    • Maximum lot size: 10,814 square feet
  • One access point at the northern part of the site through the Estates at Capella subdivision
  • 9.7 acres of ESOS provided
  • Maximum permitted building height is 25 feet and two-stories
  • Bufferyards along the northern and southwestern area of the site
  • Private trail for residents along the eastern part of the development 
  • Public "Poppy Trail" will be constructed concurrently with Parcel M
Previous Approvals:
  • 2002: The property was annexed into the Town of Oro Valley
  • 2015: A Major General Plan Amendment was approved by Town Council which established the Master Planned Community designation and Special Area Policies for future Capella PAD property, which included the subject property
  • 2018: The Capella PAD and associated rezoning was approved by Town Council

SUGGESTED MOTION:
I MOVE to APPROVE the Final Plat for the proposed subdivision, Capella Parcel M, based on the finding that it meets Town requirements.
