APPOINTMENT OF SEVEN MEMBERS TO THE ORO VALLEY CONCEPTUAL DESIGN REVIEW BOARD (CDRB) WITH STAGGERED TERMS EFFECTIVE THROUGH DECEMBER 31, 2012 AND DECEMBER 31, 2013
RECOMMENDATION:
The interview panel recommends the appointment of David Atler, Gil Alexander, Nathan Basken, Kit Donley, Harold Linton, Richard Luckett, and Dino Sakellar to the Conceptual Design Review Board for staggered terms effective through December 31, 2012 and December 31, 2013.
EXECUTIVE SUMMARY:
The purpose of this agenda item is to appoint seven citizen members to the Town's new Conceptual Design Review Board (CDRB). The citizen members, if approved by Council, will serve staggered terms ending on December 31, 2012 and December 31, 2013.  The appointees' applications are included in Attachment 1.

Fourteen applications for CDRB membership were received and each applicant was interviewed in April. The interview panel used a question and answer format with a problem solving exercise, followed by discussion with each applicant. The interview panel included Council Work Group members; Councilmember Barry Gillaspie, Councilmember Steve Solomon, Councilmember Lou Waters, DIS Department Director Suzanne Smith and Planning Division Manager David Williams.
BACKGROUND OR DETAILED INFORMATION:
In accordance with Town Council action to establish the CDRB, seven citizen-members need to be appointed by Council.  These seven are in addition to the two permanent, non-voting staff members: the Planning Division Manager and the Economic Development Manager.  In all there are nine members of the CDRB with seven citizen-members voting.

To provide continuity on the CDRB, member terms are recommended to be staggered.  Four of the seven initial members to be appointed should have terms expiring in 2013 and the remaining three should have shorter initial terms expiring in 2012.  Future appointments of CDRB members will be for three year terms.  Two terms are allowed.  It is recommended that term limits not apply to initial CDRB appointees whose terms would expire in 2012.

The Oro Valley Town Code and the Oro Valley Zoning Code amendments on the agenda tonight establish the scope, powers and duties of the new CDRB.  The CDRB replaces the Town's Development Review Board and the Art Review Commission.

The CDRB will make recommendations to the Town Council on conceptual designs for new development including conceptual site plans, conceptual architecture and conceptual public art proposals.  The CDRB will make decisions on certain applications and requests including permanent sign criteria (for new multi-building developments), and Tier II Wireless Communication Facilities.  

The CDRB will meet the second and, when necessary, fourth Tuesday of the month at 6:00 p.m. in Council Chambers.

I MOVE to appoint David Atler, Nathan Basken, Kit Donley, and Dino Sakellar to the Conceptual Design Review Board to serve terms ending December 31, 2013.

and

I MOVE to appoint Gil Alexander, Harold Linton and Richard Luckett to the Conceptual Design Review Board to serve terms ending December 31, 2012.  This initial term shall not count against the appointee's term limits as specified by Town Code.
