RESOLUTION NO. (R)11-32 RULES AND PROCEDURES FOR THE CONCEPTUAL DESIGN REVIEW BOARD
Staff recommends adoption of Resolution No. (R)11-32, Conceptual Design Review Board Rules and Procedures, as shown in Attachment #2.
The creation of the Conceptual Design Review Board (CDRB) entails the drafting of a supplementary set of rules and procedures to govern the Board's actions and meetings. Since Town Council has directed all boards and commissions to utilize the "Parliamentary Rules and Procedures" (see Attachment #3) and Robert’s Rules of Order as the primary rules and procedures for meetings, staff has developed brief supplemental CDRB Rules and Procedures to address features unique to the CDRB, including the composition of the Board.
BACKGROUND OR DETAILED INFORMATION:
Following is an outline of the proposed CDRB Rules and Procedures (see Attachment #3) with a summary of the specific elements in each section:
Outlines purpose of the Board and requirement for consistency with Town Council Parliamentary Rules
Section 1. Rules and Procedures:
Establishes Parliamentary Rules, Robert’s Rules of Order and Town Code as primary basis for Commission meetings
Section 2. Membership:
Sets specific Board composition [nine (9) members] and term limits for citizen volunteers
Section 3. Meetings:
Sets regular meeting dates (second and optional fourth Tuesday of each month). The conducting of other meetings, including special meetings and study sessions, is addressed in the Parliamentary Rules
