*Request for approval of a Final Plat for a vacant property, located on the northwest corner of Tangerine Road and Rancho Vistoso Boulevard
RECOMMENDATION:
This request is primarily an administrative action to subdivide the land into seven blocks to sell to developers. This action does not allow site development - only sale of land for future sites. As such, staff recommends approval, subject to the condition listed in Attachment 1. 
EXECUTIVE SUMMARY:
The purpose of this request is to consider a proposed Final Plat (Attachment 2), consisting of seven blocks, for a 23 acre property located on the northwest corner of Tangerine Road and Rancho Vistoso Boulevard (see image to the right).

The purpose of the Final Plat is to divide the property into seven blocks for future sale and development. The blocks are as follows:
  • Block 1: Future access drive
  • Blocks 3 and 6: Open space per the Rancho Vistoso PAD
  • Blocks 2, 4-5 and 7: Future commercial (C-1) development per the Rancho Vistoso PAD
Detailed site plans for each commercial block will be required and subsequently reviewed by the Planning & Zoning Commission and Town Council, prior to development. A condition has been added to Attachment 1 requiring access points, floodplains and "no access" easements be specified in future submittals as determined by the Town Engineer.  

The proposed Final Plat is consistent with the underlying Rancho Vistoso Planned Area Development and all applicable code requirements. As such, staff recommends approval, subject to the condition included in Attachment 1. 
BACKGROUND OR DETAILED INFORMATION:
A final plat is a legal instrument used to subdivide large areas of land for future sale and development. Town Council approval of a final plat is required prior to recordation with Pima County.

The applicant's request (Attachment 2) divides the 23 acre property into seven different blocks. Each block conforms to the existing commercial and open space zoning designations established in the Rancho Vistoso Planned Area Development (PAD). Of particular importance are two blocks (Blocks 3 and 6) that preserve an existing wash running north to south through the property. Detailed site plans for the five commercial blocks will be required - and subsequently reviewed at neighborhood meetings, Planning & Zoning Commission and Town Council, prior to development. A condition has been added to Attachment 1 requiring access points, floodplains and "no access" easements be specified in future submittals as determined by the Town Engineer.

  • 1987: Annexed as Rancho Vistoso Planned Area Development (C-1 and Open Space zoning)
The proposed Final Plat is consistent with the underlying Rancho Vistoso Planned Area Development and all applicable code requirements. As such, staff recommends approval subject to the condition listed in Attachment 1.

SUGGESTED MOTION:
I MOVE to APPROVE the Final Plat for the vacant property located on the northwest corner of Tangerine Road and Rancho Vistoso Boulevard, subject to the condition included in Attachment 1, based on the finding it is in conformance with all applicable Zoning Code requirements.

I MOVE to DENY the Final Plat for the vacant property located on the northwest corner of Tangerine Road and Rancho Vistoso Boulevard based on the finding that __________________.
