Reappointments to the Public Safety Personnel Retirement System (PSPRS) Local Board and the Corrections Officers Retirement Plan (CORP) Local Board
RECOMMENDATION:
The terms of the current PSPRS citizen member, Katherine Beck and Mayor's Designee, Stacey Lemos, expired on September 30, 2018. Mayor Hiremath is recommending that Katherine Beck be reappointed as PSPRS citizen member and that Stacey Lemos be reappointed as PSPRS chair for terms ending September 30, 2022.

Mayor Hiremath recommended the reappointment of Dr. Roberta Hindenlang to the Corrections Officers Retirement Plan Local Board for a term ending August 31, 2022.
EXECUTIVE SUMMARY:
Pursuant to Arizona Revised Statutes Section 38-841 et. seg, the Public Safety Personnel Retirement System (PSPRS) was created to provide a uniform, consistent and equitable statewide retirement program for public safety personnel who are regularly assigned hazardous duty in the employ of the State of Arizona or a political subdivision of the state. The administration of the system and responsibility for making the provisions of the system effective for each employer and vested in a Local Board. 

The PSPRS Local Board is comprised of five (5) members, including the Mayor or a designee of the Mayor, two members elected by secret ballot by members who are employees of the Town, and two citizen members. The board is responsible for deciding all questions of eligibility and credited service under the PSPRS and for making all decisions on any claim regarding the amount, manner and time of payment of any benefits. 

Several Police Department dispatchers are members of the State of Arizona Corrections Officers Retirement Plan (CORP). Pursuant to ARS 38-893, each municipality that offers CORP must also form a local board to administer various aspects of the program to its members. The local board must be comprised of the following:
  • The Mayor or his designee who serves as chairperson
  • Town citizens appointed by the Mayor with the approval of Council to four-year terms
  • Two members (employees) elected by secret ballot by members employed by the Town of Oro Valley to four-year terms

The other three members of the PSPRS local board are:

        Andrew Lopez, Oro Valley Police Department - term ends May 31, 2020
        Pete Clegg, Oro Valley Police Department - term ends November 30, 2019
        Richard Tracy, Sr., Citizen Member - term ends September 30, 2020

The other members of the CORP local board are:

        Michelle DeVault, Oro Valley Police Department - term ends June 30, 2019
        Carlene Kron, citizen member, term ends August 30, 2019
        Brett Sadovnick, citizen member, term ends August 31, 2019
        Dan Rhoads, Oro Valley Police Department, term ends June 30, 2021

SUGGESTED MOTION:
I MOVE to (approve/deny) the following reappointments;

-Stacey Lemos as chair of the PSPRS local board for a term ending September 30, 2022
-Katherine Beck as citizen member of the PSPRS local board for a term ending September 30, 2022
-Dr. Roberta Hindenlang to the Corrections Officers Retirement Plan local board for a term ending August 31, 2022
