Resolution No. (R)18-38, amending the Town of Oro Valley Transit Division Title IV Plan
Staff recommends approval of Resolution No. (R)18-38, authoring and approving The Town of Oro Valley Transit Division Title VI amendment.
The Town of Oro Valley Transit Division Title VI coordinator designation has been amended as requested by the Arizona Department of Transportation (ADOT) Civil Rights Compliance Office and approved by the City of Tucson (COT) in collaboration with Pima Association of Governments (PAG).
The City of Tucson is the area designated federal funding recipient and therefore provides oversight to our transit program.
BACKGROUND OR DETAILED INFORMATION:
The Town of Oro Valley adopted the Transit Services Division Title VI policy on May 5, 2010, to ensure the Town was eligible to receive ADOT 5310 programing funds. Since then the policy has been modified on September 7, 2016, September 7, 2017, and February 7, 2018, to maintain compliance with changes requests by either the state or the COT.
Since 2011 with the development of the Sun Shuttle Dial-A-Ride, the Town has worked with PAG to coordinate the Title VI program. Prior to the collaboration, the Transit Services Administrator for the Town of Oro Valley had always been the designated Title VI Coordinator. Earlier this year, the ADOT Civil Rights Compliance office initiated a request to re-designate a Town of Oro Valley official as the Title VI coordinator. ADOT's Civil Rights Office is ultimately responsible for Title VI compliance and felt it was appropriate to deal directly with the local jurisdiction.
As requested by ADOT and approved by the COT and agreed upon by PAG, the transit services division is proposing an
amendment change whereas the Title VI Coordinator is changed from a PAG designee to a Town of Oro Valley designee, Aimee Ramsey, Public Works Assistant Director.
At present, there have been no Title VI complaints filed against the Town of Oro Valley in regards to transit services.
Changes are indicated by bold face text on pages 5, 6, 7, 8, 10, 12, 20. In addition, an article placed in the Oro Valley Voice was updated on page 15 and 16.
will have no fiscal impact and is cost neutral. However, adoption of this resolution will ensure continued support of our 5310 grant funding requests.
