Village President David Glasgow called the meeting to order at 6:35 p.m. The Pledge of Allegiance was recited.

REPORTS AND PRESENTATIONS
             
Presentation regarding payment to the School District of Menomonee Falls
Village Manager Fitzgerald explained the PowerPoint regarding Tax Incremental District #4 and Tax Incremental District #5.  Village President Glasgow presented the School District of Menomonee Falls with a check in the amount of $2,165,981 as a result of the 2019 closure of Tax Increment District #4 and Tax Increment District #5.  Corey Golla,
superintendent of Schools, Faith Vanderhorst, School Board president, and Mark Nadolski, School Board treasurer, accepted the check on behalf of the School District of Menomonee Falls.

Overview of MMSD Chapter 13 Stormwater Rule Changes
Jeff Nettesheim, Director of Utilities, presented the overview.  An ordinance will be presented at a future meeting adopting the new stormwater rule changes.

PUBLIC HEARINGS
             
Public Hearing to consider the Plan Commission's recommendation regarding the request of Hillcrest Builders to rezone lands generally located on the west side of Pilgrim Road approximately 600 feet south of Good Hope Road, from the R-3 Single Family Residential District and P-2 Institutional District to the PRD Planned Residential Development District
Director of Community Development Carran presented on the public hearing topic.

Village President Glasgow opened the public hearing for comment. The following individual spoke:

Paul Apfelbach, 10220 N. River Road, Mequon.  Mr. Apfelbach is the developer.  He spoke in favor of the rezoning.  Hillcrest Builders did work with the neighbors to take care of any concerns.
 
There was no one else who wished to speak. The public hearing was closed.

Action Item:

Adoption of an Ordinance rezoning and creating the Hillcrest Builders Planned Residential Development
  Motion by Trustee Paul Tadda, second by Trustee Tim Newman to adopt an ordinance rezoning and creating the Hillcrest Builders Planned Residential Development generally located on the west side of Pilgrim Road approximately 600 feet south of Good Hope Road, from the R-3 Single Family Residential District and P-2 Institutional District to the PRD Planned Residential Development District.  (Ordinance No. 768-O-19)

Public Hearing to consider the Plan Commission's recommendation regarding a petition to rezone seven properties generally located near the intersection of Main Street and Lilly Road from the C-1 Neighborhood Business District, C-4 Suburban Retail Business District and I-1 Light Industrial District to the Planned Development District (PDD) No. 2.  The subject parcels are identified by Tax Key Numbers 3.977, 41.994, 41.999, 46.992, 46.993, 46.995, and 46.996.003
Director of Community Development Carran presented on the public hearing topic.

Village President Glasgow opened the public hearing for comment. There was no one present who wished to speak at the public hearing. The public hearing was closed.
