Topic:    Fox River Falls Rezoning and PRD Ordinance

Consideration of a recommendation to the Village Board of Trustees on the request of VARIN-SILVER SPRING LLC to rezone lands located at N56W21318 Silver Spring Drive from the A-1 Agricultural District to the PRD Planned Residential Development District, and create the Fox River Falls Planned Residential Development Ordinance for the same lands, located on the parcel identified by Tax Key Number 120.991.001.
Background Information:
The Silver Spring Golf Club is comprised of a 36 hole golf course and banquet facility on 278 acres.  Of this land, approximately 50 acres are comprised of floodplains or wetlands, which generally surround the Willow Creek, a tributary to the Fox River.  The site abuts high tension power lines along the northern boundary (with the Union Pacific Railroad Tracks on the other side of the power lines).  Lannon Road, and 6 large single family parcels having an average area of 5.45 acres, create the eastern boundary.  Silver Spring Drive creates the Southern Boundary, and the western boundary is comprised of the Silver Spring Estates Subdivision (with an average lot size of 17,900 square feet), Silver Spring Meadows (with the 8 abutting lots averaging just under an acre), and one unplatted single family parcel on a 3.9 acre parcel.
Application Specifics:
Based on discussion from the previous Plan Commission meetings, the developer submitted and the Plan Commssion recommended approval of the subdivison plans that are attached to this Staff Report. The applicant stated "it is important to retain at least 3 distinct housing types to ensure that this neighborhood is successful in the long term and allows for a better range of choices for current and future residents of the Village. Although the lots sizes are now closer together and considerably larger in size, we feel that by positioning the lots in unique locations, we have created a neighborhood that provides those choices for the homebuyer."
Additional Information:
The submitted Concept was reviewed by the Police, Fire, Utilities and Engineering & Development Departments.
Requested Action by Commission/Committee/Board:
Staff recommends the Architectural Control Board make the following two findings:
  1. The site plan is architecturally functional.
  2. The exterior design proposed is not unsightly or obnoxious and is not disharmonious or so similar to existing neighboring developments that substantial depreciation of neighboring property or development will be caused by the applicant’s proposal.
And recommend the Village Board rezone all lands on the subject parcel to the Planned Residential Development (PRD) District, except for those areas presently located in the Floodfringe District, and creating the Fox River Falls Planned Residential Development.
