LIBRARY BOARD OF TRUSTEES 

MEETING MINUTES

Wednesday, July 15, 2020

1. Call to Order by President McGibany at 6:00 PM.
             
2. Introductions - Jacqueline Rammer's first day as Library Director is today. Introductions were made to the board members.
             
3. Consent Agenda: Items listed under consent agenda will be approved in one motion unless any Board member requests that an item be removed for individual discussion. That item can be considered at an appropriate time during the Board's regular order of business or under New Business.
             
a. Approval of the minutes of the regular meetings on May 20 and June 17 and the Special Board Meeting on July 2.
             
b. Expenditures for Last Month
  Motion by Member Jenna Merten, second by Village Trustee Randy Van Alstyne to accept the consent agenda as presented.  Carried.

4. New Business - Items for Discussion/Action/Possible Approval:
             
a. Waukesha County Library Standards Certification - Wisconsin Statute 43.64(2) allows Waukesha County municipalities that tax their residents for libraries the opportunity to exempt their residents from the county library levy if two criteria are met:
  1. The municipal tax rate for library services is equal to or greater than the rate of the county library tax, and
  2. The library meets or exceeds the Waukesha County adopted library standards
The library action requires the library board to review the information from the library system and certify the library's compliance with the various standards. The library is eligible for a one time exemption from County Library Tax over a five year period if they do not meet all the criteria.

This year the library will not meet all the standards due to the requirement to close the building due to the COVID-19 pandemic.
  Motion by Treasurer/Secretary Peggy Haas,  to approve the library board's responses related to the Minimums to Exempt Quality Assurance Standards and certify they reflect the library's plan of service for 2020.

b. Fine Free Library Discussion Only - The possibility of offering no fines on Children's items on Children's Cards, no fines on all cards or the fine level remaining the way was discussed. The Library Board members asked for additional information from staff for their next meeting to further discuss the issue.
             
c. Library Board Meeting Dates 2020-2021
  Motion by Treasurer/Secretary Peggy Haas, second by Member Jenna Merten to continue holding meetings on the third Wednesday of the month at 6:00 PM.

d. Library Board Committee Appointments - During this meeting, the Library President appoints members of the board to various the various committees. At this time there is only a Budget and Personnel Committee. There was discussion and it was agreed that there will not be an official committee appointed this year due to two vacant positions on the board. If such matters come up, the Board will meet as a whole.
             
5. Unfinished Business - Items for Discussion/Action/Possible Approval:
             
a. Nominations and Election for Library Board Secretary/Treasurer
  Motion by Library Board President Carole McGibany, second by Member Jenna Merten to elect Peggy Haas as Treasurer/Secretary.  Carried

b. Next Phase Library Services Offerings - Board members discussed different areas of offering additional Library services to the public. Patrons not wearing masks was the biggest concern for staff and board members. The board agreed we should continue a gradual increase of services.
  Motion by Treasurer/Secretary Peggy Haas, second by Member Jenna Merten starting Monday July 27th, all visitors to the building are required to wear masks with reasonable accomodationes for those who are unable to wear a mask.Carried

6. President's Report: Carole attended the pre-construction meeting and appreciated attending to listening to the construction crew and architects discuss the project.
             
7. Directors' Report: Riel made a general thank you to the board for not making her interim directorship difficult.  Menomonee Falls has a good library with good staff.

Rammer thanked the board for hiring her.  Although it is her first day, she is impressed with the staff she has met.  She believes there is so much opportunity for the Library to help the community.

8. Trustee's Report: Van Alstyne reported that polling for August and November has been centralized to Davians. Absentee ballot counting will be done in another location.
             
9. School District Report: No Report
             
10. MFPL Friends' Report: Haas reported the friends are on hold until they meet in-person.
             
11. Next Meeting: To Be Determined
             
12. Topics for next meeting agenda - Fine Free, Social Media Policy, Unscheduled Closing Policy.
             
13. Adjournment at 7:09 PM with no further business to discuss.
