Meeting called to order at 4:02 pm.

APPROVAL OF MINUTES
             
Approval of the minutes of the June 26, 2018 meeting.
  Motion by Member Chris Rolenc, second by Member Austin Moore to approve the minutes of the June 26, 2018 meeting.
  Vote: 4 - 0 Motion Carried

Consideration of an industrial use approval on the request of DICKMAN REAL ESTATE for a MULTITENANT INDUSTRIAL WAREHOUSE BUILDING on the east end of Manhardt Drive, in the Southwest 1/4 of Section 25, Tax Key Number 99.999.009, 1-1 Light Industrial District.

Board member Lehman arrived at 4:08 P.M.
  Motion by Member Chris Rolenc, second by Member Austin Moore to make the following three findings:
  1. The site plan is architecturally functional.
  2. The exterior design proposed is not unsightly or obnoxious and is not disharmonious or so similar to existing neighboring developments that substantial depreciation of neighboring property or development will be caused by the applicant’s proposal.
  3. The use of gravel for a 18-inch maintenance strip along the base of the building is an approved landscape material for that area.  
And approve an industrial use approval on the request of DICKMAN REAL ESTATE for a MULTITENANT INDUSTRIAL WAREHOUSE BUILDING on the east end of Manhardt Drive, in the Southwest 1/4 of Section 25, Tax Key Number 99.999.009, 1-1 Light Industrial District, subject to the following conditions:
 
  1. Submitting a revised lighting plan that shows light pole setbacks that meet the requirements of the Municipal Code to Staff for review and approval.
  2. Landscape beds shall contain a minimum of 3-inches of hardwood mulch – no stone or gravel is permitted except as allowed under finding #3 above.
  3. Submitting detailed plans for the dumpster enclosure to Staff for review and approval.
  Vote: 6 - 0 Motion Carried
             

Consideration of approval on the request of AAL MAIN STREET, LLC & ASLIN HOLDINS 2, LLC for façade and site improvements to the multi-tenant commercial building located at N87 W15125 Main Street, in the Northwest 1/4 of Section 11, Tax Key Number 42.169.002, in the PDD Planned Development District No. 2.
  Lisa Samanske with All About Learning Child Care, 880 Rose Drive, Hartland, WI 53029 was present to address the Architectural Control Board.
  Motion by Chairperson Mike Manke, second by Member Chris Rolenc to table the request until revised materials are submitted.
  Vote: 6 - 0 Motion Carried
             

Consideration of a recommendation to the Village Board of Trustees on the request of ALDI INC to grant a conditional use permit allowing a grocery store on lands currently owned by WOODMAN’S FOOD MARKET, INC. The subject property is located at the northwest corner of Boundary Road and Leon Road, in the Southeast ¼ of Section 12, Tax Key Number 48.985.003, I-1 Light Industrial Zoning District.

  Motion by Member Chris Rolenc, second by Member Keith Kolbe to make the following two findings:
  1. The site plan is architecturally functional.
  2. The exterior design proposed is not unsightly or obnoxious and is not disharmonious or so similar to existing neighboring developments that substantial depreciation of neighboring property or development will be caused by the applicant’s proposal. 
And recommend the Village Board of Trustees on the request of ALDI INC to grant a conditional use permit allowing a grocery store on lands currently owned by WOODMAN’S FOOD MARKET, INC. The subject property is located at the northwest corner of Boundary Road and Leon Road, in the Southeast ¼ of Section 12, Tax Key Number 48.985.003, I-1 Light Industrial Zoning District, subject to the following conditions:
 
  1. Submitting the total impervious area and green space area data to Staff for review and approval.
  2. Submitting site plan details that show at least 6 bike racks to Staff for review and approval. 
  3. Submitting a lighting plan that shows pole heights and setbacks that conform to the municipal code to Staff for review and approval.
  4. Submitting details for the proposed dumpster enclosure in the loading dock area to Staff for review and approval.
  5. Submitting an HVAC plan that shows all roof- or ground- mounted HVAC units and their proposed methods of screening to the Architectural Control Board for review and approval.
  6. Submitting a revised site plan and landscape plan that provides a sidewalk connection from the pedestrian walkway in the parking lot to the sidewalk along 124th Street to Staff for review and approval.
  7. Submitting details of the proposed bollards to Staff for review and approval.
  8. Submitting a revised landscape that replaces the proposed dogwood plantings in the parking lot islands with low-gro sumac or similar species to Staff for review and approval.
  9. Submitting revised elevations that incorporate additional colors/materials on the north elevation to Staff for review and approval.
 
 
Under discussion, the motion was amended by Rolenc, second by Kolbe to amend Condition No. 7 requiring the bike racks and bollards to coordinate.  The final conditions read as follows:
 
  1. Submitting the total impervious area and green space area data to Staff for review and approval.
  2. Submitting site plan details that show at least 6 bike racks to Staff for review and approval. 
  3. Submitting a lighting plan that shows pole heights and setbacks that conform to the municipal code to Staff for review and approval.
  4. Submitting details for the proposed dumpster enclosure in the loading dock area to Staff for review and approval.
  5. Submitting an HVAC plan that shows all roof- or ground- mounted HVAC units and their proposed methods of screening to the Architectural Control Board for review and approval.
  6. Submitting a revised site plan and landscape plan that provides a sidewalk connection from the pedestrian walkway in the parking lot to the sidewalk along 124th Street to Staff for review and approval.

Consideration of an industrial use approval request for BENCE BUILD, LLC to construct a building on Stratton Circle and Old Orchard Road, directly north from Briggs and Stratton Corporation, in the Northeast ¼ of Section 12, Tax Key Number 48.996.003, I-1 Light Industrial Zoning District.

  Motion by Member Chris Rolenc, second by Member David Lehman to make the following three findings:
  1. The site plan is architecturally functional.
  2. The exterior design proposed is not unsightly or obnoxious and is not disharmonious or so similar to existing neighboring developments that substantial depreciation of neighboring property or development will be caused by the applicant’s proposal.
  3. The use of gravel as an 18” maintenance strip along the base of the building on the west elevation is an approved landscape material.  
And approve an industrial use approval request for BENCE BUILD, LLC to construct a building on Stratton Circle and Old Orchard Road, directly north from Briggs and Stratton Corporation, in the Northeast ¼ of Section 12, Tax Key Number 48.996.003, I-1 Light Industrial District, subject to the following conditions:
 
  1. Submitting a site plan that provides one bike rack per 20 parking stalls to the Staff for review and approval.
  2. Submitting a revised landscape plan to replace the four courtyard Ivory Silk Japanese Tree Lilalcs with a different ornamental tree species to Staff for review and approval.
  3. Submitting a revised site plan that includes sound reduction measures using pine trees planted at the northwest corner of the subject property to Staff for review and approval.
  4. Upon completion of the building, all roof-mounted HVAC units shall be screened from the public right-of-way. Any HVAC units visible from the public right-of-way shall be screened and a plan submitted to Staff for review and approval.

 
Under discussion, the motion was amended by Rolenc, second by Lehman to amend Conditions No. 2 and 3.  The final conditions read as follows
 
  1. Submitting a site plan that provides one bike rack per 20 parking stalls to the Staff for review and approval.
  2. Submitting a revised landscape plan to Staff for review and approval that replaces the four courtyard Ivory Silk Japanese Tree Lilalcs with a different ornamental tree species and that incorporates a material other than decomposed granite for the tree wells in the courtyard. 
  3. Submitting a revised site plan that includes sound reduction measures using evergreen trees planted at the northwest corner of the subject property to Staff for review and approval.
  4. Upon completion of the building, all roof-mounted HVAC units shall be screened from the public right-of-way. Any HVAC units visible from the public right-of-way shall be screened and a plan submitted to Staff for review and approval.
  Vote: 6 - 0 Motion Carried
