Meeting called to order at 4:02 pm.

  Motion by Member Aaron Ebent, second by Chairperson Mike Manke to move the approval of the February 27, 2018 minutes to the end of the agenda.
  Vote: 4 - 0 Motion Carried

Consideration of approval for exterior modifications to the COUSINS SUBS building owned by JOSEPH FERGUSON located at N79 W14751 Appleton Avenue, in the Northeast 1/4 of Section 14, Tax Key Number 53.027.003, in the C-1 Neighborhood Business Commercial District.
 
  Motion by Member Aaron Ebent, second by Member Austin Moore to remove the item from the table.
  Vote: 6 - 0 Motion Carried

  Motion by Member Aaron Ebent, second by Member Chris Rolenc to make the following two findings:
  1. The site plan is architecturally functional.
  2. The exterior design proposed is not unsightly or obnoxious and is not disharmonious or so similar to existing neighboring developments that substantial depreciation of neighboring property or development will be caused by the applicant’s proposal. 
 
And approve the request for exterior modifications to the COUSINS SUBS building owned by JOSEPH FERGUSON located at N79 W14751 Appleton Avenue, in the Northeast 1/4 of Section 14, Tax Key Number 53.027.003, in the C-1 Neighborhood Business Commercial District, subject to the following conditions:
  1. Submitting color and material samples to staff for review and approval and including materials/colors proposed for the return on the flat roof section behind the new front gable, the scuppers, etc.
  2. Submitting details for any new outdoor furniture or fixtures to Staff for review and approval.
  3. Submitting a landscape plan showing any new landscaping as a result of the building addition to staff for review and approval and include proposed replacement or relocation of any plantings that may be damaged or destroyed during construction.
  4. All ground or roof mounted HVAC units shall be screened from view. A site plan showing any ground or roof mounted HVAC units shall be submitted to staff for review and approval.

Consideration of approval for exterior modifications to the industrial building owned by STANLEY DRIVE, LLC located at N60 W16230 Kohler Lane, in the Northwest 1/4 of Section 27, Tax Key Number 105.999.003, in the I-1 Light Industrial Zoning District.

  Motion by Member Chris Rolenc, second by Member Aaron Ebent to make the following two findings:
  1. The site plan is architecturally functional.
  2. The exterior design proposed is not unsightly or obnoxious and is not disharmonious or so similar to existing neighboring developments that substantial depreciation of neighboring property or development will be caused by the applicant’s proposal. 

And approve exterior modifications to the industrial building owned by STANLEY DRIVE, LLC located at N60 W16230 Kohler Lane, in the Northwest 1/4 of Section 27, Tax Key Number 105.999.003, in the I-1 Light Industrial Zoning District subject to the following condition:
  1. Submitting material/color samples to staff for review and approval of the roof, walls, and trim and coordinate these elements with the existing stone base.
  Vote: 6 - 0 Motion Carried
             
Consideration of approval on the request of JOHNSON SIGN CO. for the monument signs located at RAINBOW CHILD CARE CENTER to have more than four colors for a single sign face as required in the Menomonee Falls Design Guidelines for Signs and Awnings. The child care facility is located at the northwest corner of Appleton Avenue and Good Hope Road.  The subject site is further identified by Tax Key Number 51.945.001, in the Southwest ¼ of Section 13, I-3 Office and Light Industrial.

  Motion by Member Chris Rolenc, second by Member Keith Kolbe to make the following findings:
  1. The site plan is architecturally functional.
  2. The exterior design proposed is not unsightly or obnoxious and is not disharmonious or so similar to existing neighboring developments that substantial depreciation of neighboring property or development will be caused by the applicant’s proposal.
  3. The monument sign plan submitted as Exhibit A is approved with five colors – blue, yellow, green, red, and orange. The branding of the user is such that using the number of colors above the number listed in the Menomonee Falls Design Guidelines for signs and awnings is logical and the locations of the proposed monuments signs are located at a distance that they will not detract from existing monument signs part of the Woodlands development.  
And approve the request of JOHNSON SIGN CO. for monument signs at RAINBOW CHILD CARE CENTER to have five colors as shown on Exhibit A for the child care facility located at the northwest corner of Appleton Avenue and Good Hope Road, Tax Key Number 51.945.001, in the Southwest ¼ of Section 13, I-3 Office and Light Industrial subject to the following condition:
 
  1. The address numbers along the sides of the signs shall be removed.
Under discussion, the motion was amended by Rolenc, second by Kolbe to add the following condition:
 
  1. The base of the signs shall be stacked stone and capped to match the building and not brick as stated on the sign design drawing.
 
Under final discussion, the motion was amended by Member Chris Rolenc, second by Kolbe to add a third condition.  The final conditions of approval read as follows:
 
  1. The address numbers along the sides of the signs shall be removed.
  2. The base of the signs shall be stacked stone and capped to match the building and not brick as stated on the sign design drawing.
  3. Submitting a revised sign drawing reflecting the corrected base material language and the sign cabinet being color matched to the trim on the principle building to staff for review and approval.
  Vote: 5 - 1 Motion Carried

Consideration of approval on the request of FIDDLEHEADS COFFEE for exterior improvements to the building located at N88 W16621 Appleton Avenue, in the Southwest 1/4 of Section 3, Tax Key Number 11.274, in the C-2 Community Business District and Village Centre Overlay District.

  Motion by Member Chris Rolenc, second by Member Austin Moore To make the following three findings:
  1. The proposed project is in harmony with the recommendations of the village centre master plan and complies with sound aesthetic, urban design, historic, and architectural principles.
  2. The plan is functional and is compatible with the overall urban design of the area.
  3. The elements of the proposed application are not unsightly or obnoxious and is not disharmonious or so similar to existing neighboring developments that substantial depreciation of neighboring property or development will be caused by the applicant's proposal.
 
And approve the request of FIDDLEHEADS COFFEE for exterior improvements to the building located at N88 W16621 Appleton Avenue, in the Southwest 1/4 of Section 3, Tax Key Number 11.274, in the C-2 Community Business District and Village Centre Overlay District, subject to the following conditions:
 
  1. Submitting details regarding any proposed hardscaping to Staff for review and approval.
  2. Installing the number of bike racks to meet minimum Code requirements.
  3. If any new lighting is proposed, submitting details to the Architectural Control Board for review and approval.
  4. Submitting a revised landscape plan that includes color/material details of the pergola, crushed granite, and exterior lighting to the Architectural Control Board for review and approval.
  5. Submitting methods to break up the north elevation façade to the Architectural Control Board for review and approval.
  Vote: 6 - 0 Motion Carried
             
APPROVAL OF MINUTES
  Motion by Member Chris Rolenc, second by Chairperson Mike Manke to approve the minutes of the February 27, 2018 meeting subject to typographical corrections mentioned.
  Vote: 6 - 0 Motion Carried
