Village President, Joseph Helm, called the meeting to order at 6:32 p.m. The Pledge of Allegiance was recited.
Present:

GENERAL GOVERNMENT COMMITTEE
  Motion by Trustee Jeremy Walz, second by Trustee Katie Kress to amend the agenda to move item 7. b. (Russell Court Offer to Purchase) up on the agenda.
  Vote: 7 - 0 Motion Carried
             
Offer to Purchase and Counter-Offer for Lots on Russell Court, Tax Key Numbers MNFV0135996003 and MNFV0135996004
  Motion by Trustee Jeremy Walz, second by Trustee David Glasgow to approve the sale of Lots 3 and 4 of CSM 7531 on Russell Court further identified as Tax Key Numbers MNFV0135996003 and MNFV0135996004 to Operation Finally Home for a combined purchase price for both lots of $70,000, subject to the terms of an Offer to Purchase dated 2/21/2018 as modified by a counter offer dated 2/23/2018; and authorizing the Village Manager to take all steps necessary to complete the transaction, including the execution of all documents related to the closing.
  Motion by Trustee Jeremy Walz, second by Trustee Katie Kress to suspend Roberts Rules to allow the Project Finally Home representatives to speak to the Village Board.
  Vote: 7 - 0 Motion Carried
  David Belman addressed the Village Board and explained the Operation Finally Home organization, fundraising activities for the organization, and the project in Menomonee Falls.
  A vote was taken on the original motion to approve the sale of Lots 3 and 4.
  Vote: 7 - 0 Motion Carried

PUBLIC HEARING
             
Public Hearing to consider a Resolution vacating a portion of right of way located at the intersection of Menomonee River Parkway and Patton Drive, west of a parcel identified by Tax Key Number 37.030, in the Northeast 1/4 of Section 10
Director of Community Development Carran presented on the public hearing topic.

Village President Helm opened the public hearing for comment. There was no one present who wished to speak at the public hearing. The public hearing was closed.  

Action Item:

Resolution vacating a portion of right of way located at the intersection of Menomonee River Parkway and Patton Drive, west of a parcel identified by Tax Key Number 37.030, in the Northeast 1/4 of Section 10.  On December 8, 2017 the Village Board of Trustees adopted Resolution No. 1179-R-17 accepting the introduction of, and referring for public hearing and proceedings, a Resolution vacating the subject right-of-way
 
  Motion by Trustee Paul Tadda, second by Trustee Bonnie Lemmer to adopt a resolution vacating a portion of right of way located at the intersection of Menomonee River Parkway and Patton Drive, west of a parcel identified by Tax Key Number 37.030, in the Northeast 1/4 of Section 10.  On December 8, 2017 the Village Board of Trustees adopted Resolution No. 1179-R-17 accepting the introduction of, and referring for public hearing and proceedings, a Resolution vacating the subject right-of-way. (Resolution No. 1183-R-18)

Ordinance amending Chapter 26 of the Municipal Code
  Motion by Trustee Jeremy Walz, second by Trustee David Glasgow to adopt an ordinance amending Chapter 26 of the Municipal Code to add a requirement that the Menomonee Falls Municipal Judge be an attorney licensed to practice law in the State of Wisconsin.  (Ordinance No. 713-O-18)

CLOSED SESSION

Village President Helm announced that the Village Board would be convening into closed session in the Administrative Conference Room 2244.
  Motion by Trustee Jeremy Walz, second by Trustee David Glasgow to convene into closed session under Wisconsin Statutes § 19.85(1)(e) to confer with the Village Manager, Assistant Village Manager, Village Attorney and Village staff  regarding the negotiation strategy to be adopted by the Village in negotiations over a possible amendment to a 2014 restated and amended development agreement between the Village, the Menomonee Falls Community Development Authority, Cobalt Partners, LLC, SDS Properties, LLC and CP-26, LLC involving properties located in Tax Incremental District #8.
  Vote: 7 - 0 Motion Carried
