ARCHITECTURAL CONTROL BOARD

MINUTES

 February 23, 2021

 
 
Chairperson Mike Manke Called the meeting to order at 4:00 pm. 
Present:

   Approval of Minutes of the January 26, 2021 Architectural Control Board meeting.
             
  Motion by Member Chris Rolenc, second by Member Austin Moore to approve the minutes of the January 26, 2021 Architectural Control Board meeting.


  Vote: 5 - 0 Motion Carried
             
   APPEARANCES
             
   Consideration of a recommendation to the Village Board of Trustees regarding the adoption of an Ordinance adopting the SOMMERSFIELD PLANNED RESIDENTIAL DEVELOPMENT, located on the east side of Clover Lane, approximately 1,000 feet north of Silver Spring Drive, on the parcel identified by Tax Key Number 111.999.
  Ed Woodland with Home Path Financial, 19435 West Capitol Drive, Ste 102, Brookfield, WI 53045 was present to address the Board.
             
  Motion by Member Chris Rolenc, second by Member Austin Moore to make the following two findings:
  1. The site plan is architecturally functional.
  2. The exterior design proposed is not unsightly or obnoxious and is not disharmonious or so similar to existing neighboring developments that substantial depreciation of neighboring property or development will be caused by the applicant’s proposal.
And recommend the Village Board of Trustees approve the attached Planned Residential Development (PRD) ordinance, subject to the following conditions:
  1. If gaps in landscaping along the south property line appear during development of Lot 1, additional landscaping shall be provided to fill in those gaps and a landscape plan submitted to Staff detailing the species and locations.
  2. A revised landscape plan shall be submitted to Staff that includes additional landscaping along the north edge of the development with specific attention to Lots 29, 28, and 27 that abut an existing single family property.
  3. A revised landscape plan shall be submitted to Staff that better details the location of the proposed fence along the north edge of the development.
  4. A minimum of 2-3 inches of hardwood mulch shall be used in all landscape beds.
  5. A revised landscape plan shall be submitted to Staff that provides treatments to the two cul-de-sac islands.

 
             
  Motion by Member Chris Rolenc, second by Member Austin Moore to add the following condition during discussion.
  1. Submit a revised landscape plan to Staff that provides individual mulched tree rings for the proposed trees along the north edge of the development.
