Village President David Glasgow called the meeting to order at 6:32 p.m. The Pledge of Allegiance was recited.

A new village flag with a new logo was presented to Harvey Neu for the large flag display on Falls Parkway at the River Court Shopping Center.

Assistant Village Attorney Adam Koenings reviewed a PowerPoint presentation.

Award of Contract for Cheyenne Drive Water Main Relay, Storm Sewer and Street Reconstruction
  Motion by Trustee Katie Kress, second by Trustee Tim Newman to award the contract for Cheyenne Drive Water Main Relay, Storm Sewer and Street Reconstruction - Blackfoot Dr to Water Tower, Project No. 41217 to Soper Grading and Excavating, LLC in the amount of $592,101.75.  Funding for this project was approved as part of the 2018, 2019 and 2020 Capital Budgets by the Village Board.

  Motion by Trustee Katie Kress, second by Trustee Tim Newman to approve the Preliminary & Final Resolution for the 2019 Curb & Gutter Repair & Replacement Program, Project No. 41214.  (Resolution No. 1291-R-20)

UNFINISHED BUSINESS
             
Draft of a proposed resolution to make changes to the Village Board’s broadcast policy that would return the public comment portion of regular Village Board meetings to the broadcast portion of the meeting
  Village Attorney Morse reviewed the draft ordinance.  The following comments were noted regarding the draft ordinance:
  •  Creates a public comment form
  •  Defines public comment
  •  The 15 minute period of time was left in with the idea it can be extended
  •  What the purpose of public comment is, limit topics, eliminate campaigning
  •  Sets standard of conduct, to prevent disruptive behavior
  •  Includes an explanation of why the village board cannot engage in a discussion with the person at public comment
  Attorney Morse was directed to bring back a resolution for action at the next village board meeting.

CLOSED SESSION

Village President Glasgow announced that the Village Board would be convening into closed session in the Village Board Room 2245.
  Motion by Trustee Jeremy Walz, second by Trustee Katie Kress to convene into Closed Session in the Village Board Room (Room #2245) with the Village Manager and Village Attorney under Wisconsin Statutes §19.85(1)(c) to discuss a performance review and goal setting for the Village Manager.
  Vote: 7 - 0 Motion Carried
  The Village Board returned to open session pursuant to Wis. Stats. § 19.85 (2) at 10:23 p.m.
             
ADJOURNMENT
  Motion by Trustee Jeremy Walz, second by Trustee Katie Kress to adjourn the meeting.
  Vote: 7 - 0 Motion Carried
  The Village Board adjourned at 10:23 p.m.
