  The meeting was called to order at 7:30 AM.
Approval of the minutes of the January 10, 2018 meeting.
  Motion by CDA Representative Cathy Hazzard, second by Trustee Katie Kress to approve the minutes of the January 10, 2018 meeting.
  Vote: 11 - 0 Motion Carried
TREASURER'S REPORT - Review of Financials - Dean Behrens
  Financials were read by Dean Behrens.

Motion by CDA Representative Cathy Hazzard, second by Member Jim Scherdin to approve the Treasurer's Report.
  Vote: 11 - 0 Motion Carried
Discussion of Village Park Plans - MARK FITZGERALD
  Village Manager, Mark Fitzgerald, gave an overview of the plans for Village Park while stressing their importance.
BID Director's Report - Barb Watters
  Quiznos: Will open for business on February 15th, 2018.

BID Director Barb Watters performed a Response Test to which few people replied. The response procedure was discussed and it was determined that cell phone numbers would need confirmation but the overall test worked out as intended. Future tests will be done to ensure response preocedural compliance.
Trustee Report - Katie Kress
CDA Report - Cathy Hazzard
Village Report - Gabe Gilbertson
  Village Planner, Gabe Gilbertson, indicated the following:
  • Fiddleheads: Will be submitting their design plans shortly and have plans to start digging as soon as the ground thaws.
  • Fire Station:  Hope to be wrapped up soon with revised plans submitted the following week.
  • Old Falls Village Downtown: Will be hosting Beer Gardens this summer.

Katie Kress and Mark Quirk left at 8:31 AM.
Jim Scherdin left at 8:37 AM.
Strategic Planning Report - Bruce Russell
  Bruce Russell discussed that the current focus is on memorial cost going in the right direction and that patience will be required.
Parameters for BID's Scholarship of "Leadership Men. Falls"
  • Sponsoring one person for the Scholarship
  • Toni Yates from the audience gave insight on small business scholarships and offered tips on how to advertise.
  • There was general discussion of the commitment level required of selected individual.
  • Nancy Kane suggested selecting an individual on the board.

Discussion of Main Street Reconstruction Phase 2
  The discussion surrounding Main Street Reconstruction Phase 2 focused on the following:
  • There will be six 8x10 planters of bump outs which will result in one lost parking slot on each side
  • At the middle school mid block crossing will be in use
  • Bids have not yet been sent out
    • The perception among businesses is that this is a Village project
    • Looking for volunteers to champion this project and spread the word
      • Barb Watters and Raini Pellien volunteered
  • The project will not be done before school resumes.
  • There was general concern about how this will impact businesses.
    • Notice will need to go out to all surrounding businesses.
  • Would like traffic information to be posted to Village website.
