APPROVAL OF MINUTES
             
Approval of the minutes of the January 24, 2017 meeting.
  Motion by Member David Lehman, second by Member Chris Rolenc to approve the minutes with revisions of the January 24, 2017 meeting.
  Vote: 5 - 0 Motion Carried
             

TABLED ITEMS
             
Consideration of approval for INVESTMENT REAL ESTATE SPECIALISTS, LLC to construct and operate a self-storage facility on lands owned by GARY AND MARGO SCHWARTZ. The subject site is located on the west side of Fond Du Lac Avenue approximately ¼ mile north of Main Street, in the Southwest ¼ of Section 1, Tax Key Numbers 3.979 and 3.980, I-2 Heavy Industrial Zoning Districts.
  Motion by Member Chris Rolenc, second by Member Patrick Yates to remove the item from the table.
  Vote: 5 - 0 Motion Carried
  Motion by Member William Carity, second by Member Chris Rolenc to table the item until the March 28, 2017 Architectural Control Board meeting to allow the applicant additional time to submit plans meeting the requirements of the Engineering Department.
  Vote: 5 - 0 Motion Carried
             

Consideration of a recommendation to the Plan Commission regarding a height adjustment on the request of WOODSPRING SUITES for a 4-story extended stay hotel on lands owned by BOUCHER REAL ESTATE, LLC. The subject property is located at N81 W12920 Leon Road in the Southeast ¼ of Section 12, and identified by Tax Key Number 48.996.007, I-1 Light Industrial and OC-5 Commercial Service Overlay Zoning Districts.
  Motion by Member Chris Rolenc, second by Member Patrick Yates to remove the item from the table.
  Vote: 5 - 0 Motion Carried

  Motion by Member Chris Rolenc, second by Member David Lehman to recommend the Plan Commission deny a height adjustment of 12 feet on the request of WOODSPRING SUITES for a 4-story extended stay hotel on lands owned by BOUCHER REAL ESTATE, LLC, located at N81W12920 Leon Road in the Southeast ¼ of Section 12, and identified by Tax Key Number 48.996.007, I-1 Light Industrial and OC-5 Commercial Service Overlay Zoning Districts after reviewing Vil. Ord. 122-625(b)(2) and based upon the following:
 
  1. The character of the surrounding properties is not consistent with what is being proposed.  A four-story hotel does not fit well in a manufacturing area that would have a car dealership along one side and to the rear of the hotel.
  2. The big box building to the east is set much farther back from the front property line while the hotel building mass will be much closer to the road which doesn’t match other buildings in the area.
  3. The ‘use’ of the property as a hotel creates an island with no typical supporting uses or amenities such as restaurants and services.
  4. The hotel’s location and character does not support the development to act as an inclusive community amenity.
  
Under discussion, the following additional comments were made:
 
  1. Even if the use is allowed, the building is too tall for the location.
  2. The architectural revisions that were made were well-received and the applicant went to great lengths to improve the development and address comments the board made at a previous meeting.  Yet the hotel is still an ordinary building and enhanced exceptional architecture is needed at this location – not just ordinary.
  Vote: 6 - 0 Motion Carried

Conceptual review on the request of KWIK TRIP for a convenience store, gas station, and car wash on lands owned by HIGH POINT COMMONS, LLC.  The subject property is located on the Northwest corner of Silver Spring Drive and Lilly Road, in the Southeast 1/4 of Section 26, Tax Key Number 104.984.004, C-1 Neighborhood Business District.

No action was necessary as this was a conceptual appearance.  The board discussed the project and offered suggesstions for site and building modifications.
             

Consideration of a recommendation to the Village Board on the request of ABDUL HAQ to amend Conditional Use Permit No. 11-3-83-A allowing expanded operations including a U-HAUL DEALERSHIP at the PETRO MART located at N89W16812 Appleton Avenue, in the Southwest ¼ of Section 3, Tax Key Number 11.219, C-2 Community Business and OVC Village Centre Overlay Zoning Districts.
