Meeting Minutes

Monday, November 20, 2017


The meeting was called to order by Chairperson Hazzard at 7:30 AM.

   Motion by Commissioner Newman, second by Commissioner Van Alstyne, to approve the October 16, 2017 minutes.  All ayes; motion passed.
   Village Manager Mark Fitzgerald discussed Tax Increment District No. 6 and the potential development and redevelopment of land east of Fountain Boulevard, focusing primarily on the existing Ernie von Schledorn dealership and adjacent land. An amendment would expand the boundaries of TID 6 but would not likely add time to the scheduled close of TID 6. A 4-way agreement would include the Community Development Authority, Ernie von Schledorn, Cobalt Partners, and the Village of Menomonee Falls. This redevelopment TID amendment would be a significant part of the work plan for 2018.
   Village Manager Mark Fitzgerald provided the following updates:
  • The agreement relating to the redevelopment of former Fire Station No. 1 is contingent on open issues of financing, but the buyer has a tax credit accountant to help with the process.
  • The Water Street Department of Public Works site is scheduled to be transferred to Alto-Shaam at the end of May, 2018.
  • The Knights of Columbus renovation is complete and a presentation and recognition plaque will be presented by Cathy Hazzard at the January 15, 2018 Village Board meeting.
  • The planned trail connection from Bugline Trail south to Pershing Avenue is planned to be constructed in 2018, and the Village is working on designing that project.
  • The planned Menomonee River Parkway trail connection to Rivercrest Drive will be constructed in 2018. There is a 50% match grant from the DNR for this project, and funds will come from park impact fees and the capital project expense account.
  • The Village has completed the acquisition of the Hilger bike shop property on Roosevelt Drive. Demolition of the building and environmental cleanup will begin in 2018 and will be funded by park impact fees. Once completed, the area will be a trail head for the bugline.
   Village Manager Mark Fitzgerald advised members of the CDA that the first season of the Centennial Plaza Beer Garden by the Business Improvement District was very successful and is planned to be continued from June to the end of the season in 2018.
   Motion by Commissioner Newman, second by Commissioner Glasgow to cancel the December 18, 2017 Community Development Authority meeting. All ayes, motion passed.
   Motion by Commissioner Newman, second by Commissioner Van Alstyne, to adjourn the Community Development Authority meeting. All ayes, motion passed and meeting adjourned at 8:32 AM.
