CALL TO ORDER
  The meeting was called to order at 7:34 AM.

Josephine Schneider arrived at 7:35 AM.
             
APPROVAL OF MINUTES
             
Approval of the minutes of the October 11, 2017 meeting.
  Motion by CDA Representative Cathy Hazzard, second by Member Gerry Luisier to approve the minutes of the October 11, 2017 meeting.
  Vote: 8 - 0 Motion Carried
             

TREASURER'S REPORT – Review of Financials – Dean Behrens
  Financials were read by Dean Behrens showing income for the month of October of $1,660.85 and expenses of $4,358.66 for a balance of $66,916.19.
  Motion by CDA Representative Cathy Hazzard, second by Member Mike Manke to approve the Treasurer’s Report.
  Vote: 8 - 0 Motion Carried
             
COMMITTEE REPORTS
             
BID Director's Report - Barb Watters
  Madd Tatter Ink has opened in the All! Hair Designs location on Appleton Ave. Their business does body piercing and tattoos.

Beer Garden is finished for the year. Thanks to the following sponsors: Robin's Nest, Marigold Marketplace, RB Enterprise, Hanson Soft Water, WaterStone Bank, Chamber of Commerce, Pete's Main St. Headliners.

Low turnout at end-of-season farmer's market meeting. Attendees stated that construction was an issue.

Halloween was a success. children count was between 650 and 1,250. Approximate total visitors was 2,300 attendees.

Spooky Walk through Lime Kiln Park was a success with 1,000 individuals walking through. Rob Wagner was happy with the outcome.

Christmas Market and Shop Small Saturday will be Saturday, November 25 from 11:00 - 4:00. Still looking for sponsors for entertainment, and horse and wagon. Applications are online for vendors.
             

Trustee Report - Katie Kress
  Berkshire Hathaway has moved into the space above Kindy Optical.
             

CDA Report - Cathy Hazzard
  Street lights at the intersection of Appleton and Roosevelt are completed. Phase 1 of Main Street reconstruction is complete. Phase 2 will be Appleton to Hoyt next year. The Mill Street alley will be resurfaced and add parking next summer. Fiddleheads State variance was approved. Radisson overflow parking lot is being redone using tourism dollars.

Benches and trash cans have been ordered for downtown. 

Parking sign for Herron Alley Lot (Pink Lemonade) and Main Street share use lot (farmers market) have been ordered and will be installed by next week. Pink Lemonade will be 3-hour parking and the shared lot is all-day parking.

Library is investigating the feasibility to do a “Free Little Library” somewhere in downtown.

Fire Station No. 1 Developer Agreement is on the agenda for the November 6th Village Board meeting. Applicant will have a short presentation on the proposed re-use of the space.

Main Street Reconstruction Update – Gabe Gilbertson
  Last part of Main Street reconstruction is area in front of Wimmer and will be completed when Wimmer is done using the lift on the sidewalk.
             

Beer Garden Update – Bruce Russell, Barb Watters
  Impact to Business District was very positive. Increased foot traffic to downtown. Discussion of switching up events to every other week and the beer garden start date for 2018.
             

Banking Institution Review
  Motion by Member Mike Manke, second by Member Josephine Schneider to remove the item from the table.
  Vote: 8 - 0 Motion Carried
  Motion by Treasurer Dean Behrens, second by Member Mike Manke to retable the item until next month when Ryan Deutscher is present to provide information on the bank changes.
  Vote: 8 - 0 Motion Carried
             

Possible Candidates for Open Board Seat
  Board members discussed the terms that will be coming due at the end of 2017.
