Chairperson Cathy Hazzard called the meeting to order at 7:32 AM.

APPROVAL OF MINUTES.
  Motion by Commissioner Sharon Ellis, second by Trustee Randy Van Alstyne to approve the September 16, 2019 minutes.
  Vote: 4 - 0 Motion Carried
             
Discussion and possible action on a matching Economic Development Master Fund (EDMF) grant for the downtown lighting project that includes the businesses Nino’s Bakery, Sal’s Pub and Grill, Bank of Flowers and Bradley Realty.
  Motion by Commissioner Sharon Ellis, second by Commissioner Curt Kolell to approve the matching Economic Development Master Fund (EDMF) grant for the downtown lighting project that includes Nino's Bakery, Sal's Pub and Grill, Bank of Flowers and Bradley Realty.
  Vote: 4 - 0 Motion Carried
             
Discussion and possible action on three amendments to existing Economic Development Master Fund loans held by TONY AND NINA SGROI associated with the Nino’s Italian Bakery business in downtown Menomonee Falls.
  Motion by Commissioner Sharon Ellis, second by Trustee Randy Van Alstyne to approve the sixth amendment to the Promissory Note dated July 23, 2010 in the principal amount of $50,000 with details outlined in the staff report; to approve the fourth amendment to the Promissory Note dated July 23, 2010 in the principal amount of $100,000 with details outlined in the staff report; and to approve the sixth amendment to the Promissory Note dated July 23, 2010 in the principal amount of $290,000 with details outlined in the staff report.  
  Vote: 4 - 0 Motion Carried
             
Discussion and possible action on a revised Business Development Loan Pool (BDLP) application on the request of TONY SGROI to assist with the cost of repairing the roof and windows at NINO’S ITALIAN BAKERY located at N88 W16672 Main Street.
  Motion by Commissioner Sharon Ellis, second by Trustee Randy Van Alstyne to approve the revised Business Development Loan Pool (BDLP) application of TONY SGROI to assist with the cost of repairing the roof at NINO'S ITALIAN BAKERY located at N88 W16672 Main Street as an amendment to the September 16, 2019 motion of the CDA, details outlined in the staff report.
  Vote: 4 - 0 Motion Carried
             
BRIEF STATUS REPORTS.

Village Manager Mark Fitzgerald provided brief updates on the Delta Hotel by Marriott rebrand and the Hot House Tavern opening.  Updates were also provided on the feasibility study for Village Park fundraising with the Optimist Club, and both the 2020 Farmers Market location and Phase 3 of the Main Street Reconstruction were discussed.
