Consideration of final site and landscape plan approval on the request of
development on lands owned by Cobalt Partners, LLC
The parcel is located south and west of the Stanley Drive and Main Street intersection in the PDD Planned Development District No. 2 Zoning District.
The PDD No. 2 section was recently amended to create the new
East of the Highway Subdistrict.
The creation of the
East of the Highway Subdistrict
follows the borders of the amendment to Tax Incremental District No. 6 that occurred in late 2018 – with the exception of the parcel that is currently being developed by International Autos on the north side of Main Street between Lilly Road and Fountain Boulevard which is not included in the expansion of PDD No. 2. The new subdistrict will allow for the redevelopment of the former EvS dealerships and adjacent parcels in conjunction with the Project Plan approved as part of the Tax Incremental District No. 6 amendment.
The Architectural Control Board reviewed the proposed hospital at their September 24, 2019 meeting and approved the site and building plan but requested that the Landscape Plan be returned to the Board to review the landscape treatment at the northwest corner of the property. Following the September 24, 2019 meeting, FEMA modified the floodplain for the stream that runs through the development – effectively placing a portion of the proposed hospital into the new floodplain lines. The applicant has submitted revised site and landscape plans that shift the overall development to the northwest to be out of the new floodplain area.
Two-story, 32,000 square-foot hospital that will include a licensed hospital on the ground floor and medical office buildingout on the second floor.
Eight impatient rooms and eight emergency department exam beds.
36 full-time employees at the hospital with 15 employees on the largest shift.
The hospital would be open 24/7 to accomodate the ambulance drop-off and emergency room.
Municipal Code Compliance:
Section 122-1024 Landmark Plan of the Planned Development District No. 2 Code designates this building location as a Landmark Building Location with a Landmark Building Feature on the northwest corner of the building. The feature may include a tower element, unique patterning of façade, bay or bow window element, building element with a height variation from the rest of the building, as well as other solutions.
The prominence and height of the building satisfies the Landmark Building requirements and the tower element and architectural details on the northwest corner satisfies the landmark feature requirement.
Requested Action by Commission/Committee/Board:
Staff recommends the Architectural Control Board grant final approve of the site and landscape plan approval on the request of
development on lands owned by Cobalt Partners, LLC, subject to the following plan review requirements and conditions running with this Specific Plan Approval:
All roof and ground mounted HVAC units shall be screened.
Submit a revised lighting plan to ensure light poles still meet setbacks from the property lines since the site has been modified to Staff for review and approval.
