Village President, Joseph Helm, called the meeting to order at 6:39 p.m. The Pledge of Allegiance was recited.

Operator's License Application - Ceara Jackson
  Motion by Trustee Jeremy Walz, second by Trustee David Glasgow to deny the issuance of an Operator's License for Ceara Jackson on the grounds that the applicant has been convicted of a felony that substantially relates to the licensed activity.

Ordinance Amending or Repealing Various Provisions of the Municipal Code to Eliminate Certain Licenses and Related Fees and to Create Regulations Related to Special Events

Village Attorney Morse presented a revised draft to the Village Board.  The draft included a change on Page 4 that listed an end time for special events of 11:00 p.m. and an additional change on Page 6 that listed an end time of 10:00 p.m.for music or amplified sound.
  Motion by Trustee Jeremy Walz, second by Trustee David Glasgow to approve an ordinance amending or repealing various provisions of the Municipal Code to eliminate certain licenses and related fees and to create regulations related to special events. (Ordinance No. 698-O-17)

Termination of Agreement for a Holding Tank Agreement between the Village of Menomonee Falls and FRED-Jade, LLC
  Motion by Trustee Bonnie Lemmer, second by Trustee Katie Kress approve the termination of an agreement for a Holding Tank Agreement between the Village of Menomonee Falls and FRED-Jade, LLC.
  Vote: 7 - 0 Motion Carried

Award of Contract for Grand Ave Bio Retention Pond Project No. 74016
  Motion by Trustee Bonnie Lemmer, second by Trustee Katie Kress to approve the Award of Contract for Grand Ave Bio Retention Pond Project No. 74016, to the low bidder, Blaze Landscape Contracting, Inc. in the amount of $159,663.000.  Funding for this project was approved as part of the 2016 Capital Budget by the Village Board as part of the Grand Avenue Storm Sewer Replacement project.  The Village also received $123,000 in grant funding for this project from the Milwaukee Metropolitan Sewerage District (MMSD) under their Green Solutions program.

Development Agreement between the Village of Menomonee Falls and Brook-Falls Ventures, LLC
  Motion by Trustee Bonnie Lemmer, second by Trustee Katie Kress to approve a Development Agreement between the Village of Menomonee Falls and Brook-Falls Ventures, LLC for the installation of water main as part of the Brookfalls Veterinary Clinic Development, subject to approval of the exhibits by the Director of Engineering and Development.
  Vote: 7 - 0 Motion Carried

Development Agreement between the Village of Menomonee Falls and United Financial Group, Inc.
  Motion by Trustee Bonnie Lemmer, second by Trustee Katie Kress to approve a Development Agreement between the Village of Menomonee Falls and United Financial Group, Inc for the installation of water main as part of the future Highlands at Aero Park Development, subject to approval of the exhibits by Director of Engineering and Development. 
  Vote: 7 - 0 Motion Carried

Ordinance Repealing and Recreating Section 106-107 of the Municipal Code
  Motion by Trustee Bonnie Lemmer, second by Trustee Katie Kress to approve an ordinance repealing and recreating Section 106-107 of the Municipal Code relating to restrictions on heavy traffic operating on certain streets in the Village of Menomonee Falls.  (Ordinance No. 699-O-17)
  Vote: 7 - 0 Motion Carried
