Acceptance of a proposal from KPRG and Associates, Inc. for the Remediation and Construction of the Mill Pond Parking Lot, Project #64070
Background Information:
This project consists of the remediation and construction of a parking lot on the former bike shop and residence located on Roosevelt Drive adjacent to the Village’s Mill Pond Park.  The Village acquired the property and has competed a site investigation of the site and it was determined that there were metals on the site in the top 3 to 4 feet of fill under the former bike shop.  Per the DNR Requirements, once it is determined that there is contamination on the site we were required to submit a notice to the DNR, then determine the extent of the contamination and then come up with a plan on how we are going to remediate the contamination. The plan that was arrived at was to leave as much of the contamination in place and install a cap.  The Village decided to construct a parking lot on this site to increase parking in the Mill Pond Park as the cap and it was approved as part of the 2018 Capital Budget.
Key Issues for Consideration:
Since this is a specialized area of work and there is a lot of requirements, regulations and documentation, the Village requested a proposal from KPRG and Associates, Inc. to do the Remediation and cap construction work.  The Village had already hired KPRG to do the site investigation work, create a soil management plan and prepare a Remedial Action Plan for the site.  This is the same process that was followed as part of teh clean up of the Western Industries site where the Wisconsin Athletic Club is currently.

The proposal from KPRG is in the amount of $235,478.00 and the Engineer's Estimate was $322,855.00.  This project was approved as part of the 2018 Capital Budget with the funds to come from Park Impact Fees.
